Eiffel Tower evacuated after bomb threat

PARIS (AP) ? Police say the Eiffel Tower has been evacuated after an anonymous caller phoned in a bomb threat.

A Paris police official says nearly 1,400 people have been evacuated following a request from tower operators after the warning Saturday. Police then searched the monument with sniffer dogs for possible explosives, and set up a broad security perimeter.

French authorities have stepped up counterterrorism measures in recent weeks amid heightened concern about threats to France over its military campaign against al-Qaida-linked fighters in Mali which began more than two months ago.

The tower is occasionally evacuated because of such warnings ? at least once last year and twice in 2011. The 324-meter (1,063-foot) tower is one of the world's top tourist attractions, with millions of visitors a year.

Report: Saudi Arabia may try to end anonymity for Twitter users

Saudi Arabia may try to end anonymity for Twitter users in the country by limiting access to the site to people who register their identification documents, the Arab News daily reported on Saturday.

Last week, local media reported the government had asked telecom companies to look at ways they could monitor, or block, free internet phone services such as Skype.

Twitter is highly popular with Saudis and has stirred broad debate on subjects ranging from religion to politics in a country where such public discussion had been considered at best unseemly and sometimes illegal.

Early this month, the security spokesman for Saudi Arabia's Interior Ministry described social networking, particularly Twitter, as a tool used by militants to stir social unrest.

The country's Grand Mufti, Saudi Arabia's top cleric, last week described users of the microblogging site as "clowns" wasting time with frivolous and even harmful discussions, local newspapers reported.

"A source at (the regulator) described the move as a natural result of the successful implementation of (its) decision to add a user's identification numbers while topping up mobile phone credit," Arab News reported.

That would not necessarily make a user's identity visible to other users of the site, but it would mean the Saudi government could monitor the tweets of individual Saudis.

The English-language daily and sister paper to the Saudi-owned pan-Arab Asharq al-Awsat newspaper did not explain how the authorities might be able to restrict ability to post on Twitter. Both newspapers belong to a publishing group owned by the ruling family and run by a son of Crown Prince Salman.

Internet service providers are legally obliged to block websites showing content deemed pornographic.

One of the big investors in Twitter is Saudi Arabian billionaire Prince Alwaleed bin Talal, a nephew of King Abdullah who also holds significant stakes in Citi Group, News Corp and Apple through his Kingdom Holding Company.

The country's telecom regulator, Communications and Information Technology Commission (CITC) did not immediately responded to requests for comment on the report. Last week it did not comment on the report it was seeking to restrict Skype use.

A spokeswoman for Kingdom Holding said Prince Alwaleed was not available to comment.

"There are people who misuse the social networking and try to send false information and false evaluation of the situation in the kingdom and the way the policemen in the kingdom are dealing with these situations," said Major General Mansour Turki, the security spokesman, at a news conference on Mar 8.

At a separate interview with Reuters this month, Turki argued that a small number of supporters of al Qaeda and activists from Saudi Arabia's Shi'ite minority used social media to stir wider sympathy for their goals and social unrest.

However, he also argued against banning the site.

Two weeks ago one of Saudi Arabia's most prominent clerics, Salman al-Awdah, who has 2.4 million followers on the site, used Twitter to attack the government's security policy as too harsh and call for better services. He warned it might otherwise face "the spark of violence".

Two leading Saudi human rights activists were sentenced to long prison terms this month for a variety of offences including "internet crimes" because they had used Twitter and other sites to attack the government.

Some top princes in the monarchy now use Twitter themselves and Crown Prince Salman, King Abdullah's designated heir and also Defence Minister, recently opened an official account.

Dell warns of risks of remaining a public company

NEW YORK/SAN FRANCISCO (Reuters) - Dell Inc warned on Friday that it would be dangerous to take on a lot of debt and remain a public company given its worsening profit outlook, in a sign that it views proposals from Blackstone Group LP and billionaire investor Carl Icahn as fraught with risk.

The No. 3 maker of personal computers published a 274-page preliminary proxy statement to inform Dell shareholders of how a $24.4 billion buyout proposal from founder and Chief Executive Michael Dell and private equity firm Silver Lake Partners was put together, and why it is the best of all the alternatives the company's board had explored.

Icahn has proposed paying $15 per share for 58 percent of Dell, while Blackstone has indicated it can pay more than $14.25 per share -- both deals involve saddling the company with a lot of debt and keeping it on public markets. Silver Lake's $13.65 per share all-cash offer would see Dell go private.

Dell's proxy statement did not directly pass judgment on the Blackstone and Icahn bids, yet it warned that any leveraged recapitalization was risky if the company was to remain public.

"Even when taking into account the certain value distributed to stockholders, (a leveraged recapitalization) would be unlikely to result in an aggregate value exceeding the $13.65 per share merger consideration and would present a number of risks and challenges," Dell said in the statement, referring to its special committee's review.

Such a move would decrease employee, customer and supplier confidence in the company's long-term prospects and potentially limit the company's ability to aggressively implement its long-term business strategy, Dell added.

Under all scenarios examined by Boston Consulting Group, which carried out an independent analysis for Dell, revenues are seen slipping every year to 2016. Dell's board expects fiscal 2014 operating income of $3 billion, down from last summer's internal forecast of as much as $5.6 billion, the proxy shows.

LONG NEGOTIATIONS

Dell painted an account of arduous negotiations. It set up a special committee to evaluate all the company's options aiming to placate concerns over potential conflicts of interest facing Michael Dell.

The CEO owns 15.7 percent of the company he started in 1984 out of his college dorm room with $1,000. Under his take-private deal, Michael Dell and his investment firm would own 75.9 percent of the company, with Silver Lake owning the rest.

Dell said Michael Dell's and Silver Lake's post-buyout plan anticipated adding a significant number of sales personnel and boosting spending on research and development. There are no plans to embark on major assets sales following the buyout, it added,

The restructuring plan envisioned, were it to be carried out with Dell as a public company, would not be palatable to shareholders and the stock could suffer, Dell said.

Dell also said a strategic party, whose identity it did not disclose, expressed interest on January 24 to acquire its financial services business for its book value, estimated at between $3.5 billion and $4.5 billion, excluding debt.

A standalone deal of this kind would not benefit the company, Dell concluded.

BLACKSTONE MEETINGS

Michael Dell met with Blackstone and its buyout partner Francisco Partners on March 7 and 8 during a 45-day, so-called "go-shop" period when other bidders are invited to make offers, the proxy said, indicating that Blackstone explored early on the possibility of keeping Michael Dell as CEO.

Michael Dell also met earlier this week with Blackstone's senior managing directors Dave Johnson and Chinh Chu, although the outcome of those discussions has yet to become clear, a person familiar with the matter said on Friday.

Michael Dell has expressed concern that Blackstone's offer would dismantle the PC maker he founded in 1984, two people close to Michael Dell have told Reuters.

The founder is worried that the buyout firm's plans would be inconsistent with his strategy to reinvest in the company, they added.

Blackstone has already made an unsuccessful push to recruit Oracle Corp President Mark Hurd to run Dell if it takes over the company, one source familiar with the situation said last week.

Dell revealed that its special committee, chaired by businessman Alex Mandl and set up to assess all possible strategic alternatives for the company, also comprises of board members Laura Conigliaro, Janet Clark and Kenneth Duberstein.

The proxy statement shows how Silver Lake raised its bid six times by about $4 billion, or over 20 percent, during the course of the negotiations. The final agreed price of $13.65 per share in cash is below where Dell shares ended trading on Thursday at $14.33.

Before approving the deal and announcing it on February 5, Dell spent more than five months evaluating alternatives that included a leveraged recapitalization and selling all or part of the business.

Dell was regarded as a model of innovation as recently as the early 2000s, pioneering online ordering of custom-configured PCs and working closely with Asian component suppliers and manufacturers to assure rock-bottom production costs.

But as of 2012's fourth quarter, Dell's share of the global PC market had slipped to just above 10 percent from 12.5 percent a year earlier, according to research house IDC. The proxy statement shows how the special committee wrested with the notion of staying public as the company's financial fundamentals weakened.

Dell's detailed regulatory filing also showed how Microsoft Corp's Windows operating system - which once had a chokehold over the whole PC market, is being undermined by other software.

Dell said it is seeing uncertain adoption of Microsoft's new Windows 8 operating system, which was launched with much fanfare last year, and an unexpected slowdown in Windows 7 upgrades by businesses.

CHICAGO (AP) ? The streak is over. The big prize is still out there.

That's what mattered most to LeBron James and the Miami Heat.

The Heat's bid for NBA history ended Wednesday night when their 27-game winning streak was snapped by the Chicago Bulls 101-97, setting off a raucous celebration inside United Center. Miami finished six shy of the 33-game record held by the 1971-72 Los Angeles Lakers.

With 11 games remaining, there's no time for Miami to take another shot at the record. A big run in the postseason would seem to be a sure bet.

After all, that's what it's about for the Heat. It's been that way ever since James and Chris Bosh joined Dwyane Wade in Miami in the summer of 2010.

They delivered last season, capturing a championship, and are eyeing a repeat.

The record? It would have been a bonus.

What stood out about the streak?

"I just think the way we compete," James said. "How we are on and off the floor. ... Ultimately, we want to win the NBA championship."

The streak that began on Super Bowl Sunday, Feb. 3, came to an end despite his best efforts.

James tried to spur yet another comeback in the final minutes, getting mad after a rough foul. But the reigning MVP could never get the defending champions even, much less ahead, down the stretch.

Luol Deng scored 28 points, Carlos Boozer added 21 points and 17 rebounds, and the Bulls brought the Heat's run to a screeching halt.

Miami's superstar did all he could to keep it going, scoring 32 points and even collecting a flagrant foul during a physical final few minutes.

"We haven't had a chance to really have a moment to know what we just did," James said. "We had a moment, just very fortunate, very humbling and blessed to be part of this team and be part of a streak like that."

The Heat hadn't lost since the Pacers beat them in Indianapolis on Feb. 1. But after grinding out some close wins lately, including a rally from 27 down in Cleveland, no one counted them out until the final buzzer.

For the better part of two months, they were the NBA's comeback kings. They erased seven double-digit deficits during the streak. They found themselves trailing in the fourth quarter 11 times, and won them all.

Not Wednesday.

"We understand, probably more so later on in our careers, the significance of that. And then that was it," Heat coach Erik Spoelstra said. "We took that moment to acknowledge it, to acknowledge each other, that experience, but it was never about the streak. We have a bigger goal, but also right now, it's about 'Are we getting better?'"

They walked off the floor stoically, not exchanging handshakes or pleasantries with the Bulls. James slapped high-fives with a couple teammates and coaches, then glared at a fan who touched his head as he walked toward the tunnel leading to the visitors' locker room.

James was frustrated on the court at times, and showed more of the same in the locker room afterward with regard to how he's officiated.

He cited two instances from Wednesday ? a play in which Kirk Hinrich took him down with two hands in the first quarter, and Taj Gibson appearing to hit him around his neck with about 4 minutes remaining ? where he thought the contact was excessive. Referees reviewed the Gibson hit, but did not award a flagrant foul. So, seconds later, James tried to barrel through Carlos Boozer on a screen, and got called for a Flagrant 1 himself.

"Those are not basketball plays and it's been happening all year," James said. "I've been able to keep my cool and try to tell Spo, 'Let's not worry about it too much,' but it is getting to me a little bit."

The Bulls, meanwhile, whooped and slapped hands with anyone they could reach after clinching a playoff berth.

"It's a five-second moment of reflection before we move on to the rest of the season," Wade said. "In here, it didn't feel like we were on this amazing streak."

What a run it was, though.

It will go down as the second-longest winning streak in the history of American major pro sports. And some of those Lakers believed their time would pass as Miami's streak rolled along, with Jerry West among those saying that he believed the reigning champions had a real shot at pulling it off.

The streak began in Toronto, a day when Heat players were mildly annoyed about having to miss the NFL title game. When San Francisco and Baltimore were to be playing, the Heat were to be flying home for a game the following night.

So team officials team changed course, as a surprise.

Miami beat the Raptors that afternoon, then stayed in the city several more hours to watch the Super Bowl together, an event highlighted by Shane Battier giving an unplanned speech about appreciating little moments as a team.

For whatever reason, the Heat were unbeatable for nearly the next two months.

And they won games in a number of different ways.

They blew out good teams like the Los Angeles Clippers, Oklahoma City Thunder and the Bulls, then inexplicably struggled with lottery-bound Cleveland, Detroit, Sacramento, Charlotte and Orlando. They rallied from 13 points down in the final 8 minutes to beat Boston, from a 27-point, third-quarter hole at Cleveland, and from 11-point deficits against Detroit and Charlotte ? all those coming in a seven-day span, no less.

"There are several teams that can do it," Pistons guard Jose Calderon said, when asked what it would take for someone to beat Miami. "It's difficult to maintain this concentration every day. It will likely take everyone to have a bad day."

Even when those bad days happened, the Heat found ways to win.

A layup by James with 3.2 seconds left against Orlando. Double-overtime against Sacramento. Huge comebacks. Whatever it took.

There were times when even the Heat themselves didn't know how long the streak was. Because it was interrupted by the All-Star break, Spoelstra was surprised when a staff member said something about Miami having won nine in a row. When it was at 24 games, Wade made a reference to "23, 24, whatever it is."

They insisted they did not care about it, whatever the number was.

Heat President Pat Riley played for the Lakers team that won 33 in a row, and remained silent throughout Miami's streak, mainly because he rarely gives interviews these days but more so because the official team stance was that it simply did not matter. This season is championship-or-bust for Miami, where nothing else other than raising yet another Larry O'Brien Trophy will satisfy.

Still, the streak will go down as the story of the regular season.

"It was more important to everybody else than it was to us," Chris Bosh said. "We never cared too much about talking about it. It wasn't a subject of conversation until (others mentioned it)."

When it started, Miami was 5? games behind San Antonio for the overall NBA lead, only a half-game ahead of New York in the Eastern Conference race, held just a four-game edge over Atlanta in the Southeast Division and were the league's ninth-best road team in terms of winning percentage.

Funny what two months or so without losing can do.

The Heat now sit atop the overall NBA standings, having gained 12 games over New York in the East entering Wednesday, put away the Hawks for good several weeks ago and become, by far, the league's best road team. And with the streak over, all that's left is getting ready for the postseason.

"When you look at what they've done, to be the defending world champions and to have a winning streak like that knowing that everyone's chasing you, credit them," Bulls coach Tom Thibodeau said. "I think you can learn from them."

The Heat trailed by as many as 13 in the first half, took the lead while outscoring Chicago 22-14 in the third quarter and were within two early in the fourth after a basket by Wade.

That's when Deng answered with a 3-pointer from the wing and Kirk Hinrich brought the crowd to its feet with a floater. Then, after a layup by James, Deng nailed a 3 to make it 83-75 with just over six minutes left.

It got testy after that. James did all he could to keep the streak going, taking enough hard hits that even his headband was dislodged, and finished with seven rebounds.

Bosh scored 21. Wade added 18 points after a sore right knee sidelined him for victories over Charlotte and Orlando, but the Heat fell to a team that continues to give them fits even though Derrick Rose has been sidelined all year.

Deng came up big, burying four 3-pointers. He also had seven rebounds and five assists.

Boozer was a force inside. Jimmy Butler provided a spark with 17 points and the Bulls stopped Miami even though they were missing Joakim Noah (right foot), Marco Belinelli (abdominal strain) and Richard Hamilton (lower back).

"It says we have a good team," Gibson said. "It's all about what we think in the locker room. A lot of people kind of write us off every other day, but we just stick to our principles and do what we have to do."

For the Heat, luck simply ran out after recent wins in which they rallied after trailing Boston by 17, Cleveland by 27, and Detroit and Charlotte by 11 each. They were also tied with Orlando late in the third quarter before pulling away, and when Battier nailed a 3 with 4:30 left in the third, it looked like they just might pull this one out, too.

They were leading 59-58 after that shot, and they were up by two before Boozer converted a three-point play off a neat bounce pass from Gibson in the closing seconds to send Chicago into the fourth quarter with a 69-68 lead.

But they came up short down the stretch, fans chanting "End of streak! End of streak!" in the closing minute.

An 8-year-old ?girl on a school field trip to the University of California science museum in Berkeley was hit by an arrow while she played on a whale sculpture.

Arrow that hit 8-year-old girl on Tuesday.

The girl, who was hit in the leg Tuesday, had to have the arrow surgically removed. She spent the night in the hospital and was released on Wednesday afternoon, according to NBCBayArea.com.

Who fired the arrow, which came from a crossbow, remains a mystery. Police were tracing the projectile's trajectory to determine where it came from, but have not located a suspect. It remained unclear if the arrow shooting was an accident or a malicious act.

The whale sculpture is located in a plaza outside the Lawrence Hall of Science. Other students in the area were taken inside after the girl was hit.

UC Berkeley does have an archery group, but its members practice on the other side of the campus.

Field trip chaperone Geoff Vassallo said the girl cried as she waited for an ambulance, but ?was a pretty brave little girl.?

New Housing BoomMy cousin and his family had to walk away from their house in Arizona. There were no buyers, and they were underwater after the market crashed. The whole thing was really hard on them on all fronts, and they had to move. They?re in Colorado now, closer to family, with the ordeal behind them.

Like most things, timing is everything. In real estate, institutional investors are buying homes like crazy to rent out. The new housing boom is for rentals.

The Wall Street Journal wrote that The Blackstone Group L.P. (NYSE/BX) is buying homes at a rate of about $100 million a week, with institutional investors now making up a third of all cash buyers. Affordability for individuals is going to get squeezed.

On the stock market, homebuilder stocks continue to roar. Lennar Corporation (NYSE/LEN) reported excellent strength in its financial results.

According to the company, its fiscal first quarter of 2013 (ended February 28, 2013), produced revenue growth of 37% to $990 million. New orders grew 34% to 4,055 homes; the company?s order backlog grew 82% to 4,922 homes. Earnings for Lennar grew significantly to $57.5 million, or $0.26 per diluted share, compared to net earnings of $15.0 million, or $0.08 per diluted share.

On the stock market, institutional investors have bid the stock up 30 points since last October. (See ?Stock Market Sinkhole: ?It Didn?t Look Unstable?.?) It?s a stock market breakout for sure, but it?s based on fundamentals. Lennar?s stock chart is below:

Homebuilder PulteGroup, Inc. (NYSE/PHM) quintupled on the stock market over the last six months. Hovnanian Enterprises, Inc. (NYSE/HOV) has tripled since last June.

Clearly, the run on homebuilders is a multi-faceted play by institutional investors. The buying momentum for both rental homes and on the stock market is pronounced, and I see no reason why it will end in the near term.

The rental play makes so much sense for institutional investors. If a person?s credit score was trashed after the real estate crash, continued renting for that individual is highly likely. And institutional investors like Blackstone have deep enough pockets to wait out the real estate cycle.

The re-inflation of assets in some real estate markets is happening. Investor sentiment for the stock market is holding up. Institutional investors are buying houses and buying stocks. Near-term trading action is positive.

There is more room for homebuilders to keep appreciating on the stock market. Lennar?s numbers were exceptionally good. The company?s margins are going up and it experienced a 13% increase in its average home price in backlog.

Institutional investors will likely increasingly flock to the housing market over the coming quarters. Stock market action for anything housing-related should continue to be positive.

Mississippi lawmaker dead in apparent suicide: police

JACKSON, Mississippi (Reuters) - A Mississippi lawmaker died of an apparent self-inflicted gunshot wound to the head while visiting the home of a former state legislator, police said on Monday.

State Representative Jessica Upshaw, 53, was found dead on Sunday at former Representative Clinton Rotenberry Jr.'s home in Mendenhall, a suburb of the capital city of Jackson, said Mississippi Bureau of Investigation spokesman Warren Strain.

Upshaw, a Republican from the coastal city of Diamondhead, had served in the state legislature since 2004, according to the Mississippi Legislature's website. She also worked as an attorney.

Upshaw appeared to have shot herself in the head, Strain said. Her death remained under investigation on Monday by the Simpson County Sheriff's Department and the state investigation bureau, he said.

"The medical examiner will conduct an autopsy," Strain said. "At this point, it's premature to discuss anything further."

The Clarion-Ledger newspaper reported that Upshaw, who was not married, and Rotenberry, who was divorced, were thought to have been dating for several years. Rotenberry lost his seat in 2007.

Upshaw's body was found at the entrance to the home's garage, the newspaper said, citing Simpson County Sheriff Kenneth Lewis.

The sheriff did not return calls from Reuters for comment on Monday.

Upshaw was the fifth Mississippi legislator to die since November. Two state senators and two other representatives died of apparent natural causes.

"I have known Jessica for many years as an unselfish and dedicated public servant," Mississippi Governor Phil Bryant said. "This is a tragic loss for her family and all Mississippians and our thoughts and prayers go out to her family during this difficult time."

Why Marco Rubio Is Rooting for Florida over Florida Gulf Coast

Say you're the junior senator from Florida, it's late Friday night, and you're voting on a long list of budget amendments. It's prime viewing time for the first round of the NCAA tournament, and you want to know how your bracket has fared. What do you do?

Just sneak a peek at the TV, along with the rest of your Senate colleagues.

"Everybody was in the Cloak Room watching the games in between the votes," Sen. Marco Rubio told ABC News, recounting the scene in an ante-room off the Senate floor as the upper chamber held its late-night "Vote-a-Rama" on 40 amendments, resolutions and motions between noon Friday and 4:30 a.m. Saturday. "You have 10 minutes between votes, so [you] go vote and you come back in, and everybody's watching the Georgetown game."

For college basketball fans, late March is the best time of the year. Rubio joined in the Madness, releasing a bracket through his political organization, Reclaim America PAC. Unlike President Obama, who picked mostly favorites, Rubio's bracket was filled with upsets.

But don't expect him to root for this year's Cinderella.

"I think Florida Gulf Coast has ruined everyone's bracket," Rubio told ABC, joking that he should have picked the Eagles' upsets, given that he's the senator from Florida and all.

Florida Gulf Coast University (15) defeated Georgetown (2) before the senators gathered in the Cloak Room, becoming the first 15-seed ever to advance to the Sweet Sixteen. But although they hail from Rubio's home state, he's pulling for his undergraduate alma mater-the University of Florida (3)-when the two teams square off this Friday.

"They're fully capable of winning that game," he said of Florida Gulf Coast's matchup with his Gators.

"That's a game where I can't lose, right? Whoever wins, wins. I want Florida to win, but it's hard to root against those guys from Gulf Coast 'cause of what they're doing. I would say that the only think I would tell you is that the Florida teams are more aware of them than everybody else," Rubio said.

"Miami (1) lost to Florida Gulf Coast (back in November), and they got beat up over that. People were making fun of them, 'How could you lose to those guys?' And their attitude about it was, 'Wait till you see them play-that's a good team.' So now people are realizing that. If you're in Florida, you know the University of Florida, you're aware of those guys. Miami's aware of those guys, so to them it's not as surprising," Rubio said.

A graduate of Florida and the University of Miami law school, Rubio stays true to the Gators. This year, he's predicted Florida will beat Miami in the Final Four.

"I don't root against Miami," Rubio said. "All things being equal, I want them to win. I'm a Florida fan, but if they have to play against each other, I know who I'm for."

Rubio hasn't been able to watch many games this year-his only "extensive" tournament viewing, ironically, happened during the late-night votes-but he explained his bracketological philosophy to ABC News.

"The problem with the tournament is, first of all, you're dealing with 18- and 19-year-old kids, so the likelihood of them walking into a place and underestimating the other team they're playing against, like a Harvard or like a Florida Gulf Coast, is high," Rubio said. "Number two, it's winner take all. It's not like a series. If you have a five- or seven-game series, usually the cream will rise to the top in something like that, but one night, in one game, anything can happen, especially in a streaky game like basketball where someone goes nuts and starts hitting every shot."

The advent of "one-and-done" programs, like the University of Kentucky, has not been lost on the Florida senator. "Most of the teams are freshman and sophomore teams, sometimes redshirt sophomore teams, 'cause the good guys are heading to the pros fairly quickly," Rubio said. "So there's no continuity."

Rubio says he's not in a bracket pool this year. Good thing, too, because Forbes recently noted that some NCAA pools appear to violate federal laws.

"I've done them in the past. I've never won one," Rubio said. "It's almost like betting on horses, in the sense that you think you know what you know, and there's some stuff to study, but you just can never predict, and there's almost always a Cinderella team. Without fail, every year gives you some team that makes it to the 16, maybe even to the eight, that wasn't supposed to get there."

My two daughters who are in college both took the exams for driver's licenses last summer. We live in Connecticut. They were ages 18 and 19 when they took their driving exams. We could not stop them since they were of the age of majority. They live with us when home from school but know they cannot drive since they have no car insurance.

Now, my insurance company is requiring that I pay $2,000 a year to insure them, even though they do not drive. My wife is unable to work because of breast cancer, and I am disabled due to many back injuries suffered from years of work. My insurance agent says that since my daughters are in the computer, I have no choice but to pay because they live with us when school is not in session.

I foolishly (or so it seems now) answered truthfully when my company asked if there were other licensed drivers living at my home. I figured it wouldn't matter, as the girls don't drive. My agent says they can either give up their driver's licenses or I can kick them out. Otherwise, I have to pay to insure them, even though they do not drive. Any advice on what I should do?

Dear Rene,
Your insurance agent is correct, but not because your daughters are "in the computer." The reason has to do with how encompassing your car insurance policy is, and with its "drive other cars" coverage. Even if your daughters never touch your vehicles, they're covered if they happen to drive a friend's car or borrow a car for emergency use.

Here's an example: Suppose one of your daughters is riding with someone who has had too much to drink at a party. Your daughter is sober and takes the wheel, but she has an accident on the way home and seriously injures another person. You certainly would want her to be covered for that accident, and you probably would want her to be the sober driver when necessary.

Another example: Suppose your wife suddenly needs to go to the hospital in an emergency. You are unable to drive because of your back problems. So, one of your daughters drives your wife to the hospital but has an accident on the way -- again, injuring someone else seriously. You'd want your insurance to cover that accident, would you not?

Your personal auto policy will cover both these situations and more. Thus, the charge for your daughters.

There are a couple of things you can do to affect the amount of that charge. Your daughters can voluntarily surrender their driver's licenses, at least until they can afford their own car and their own insurance. (My children did that during their college years to help with the insurance bill we were facing.)

They could even reinstate their licenses when they're home for the summer, and you would save 75 percent on that $2,000 bill. If your daughters make and stay on the honor roll with a GPA of 3.0 or better, you could save about 15 percent, or $300 a year. If either of them goes to a school more than 100 miles from home, they would qualify for a distant-student discount -- usually 50 percent to 60 percent!

The best things they can do to help keep your insurance rates down for the next couple of years (besides surrendering their driver's licenses) is to stay ticket- and accident-free, and to remain part-time drivers of your vehicles, rather than having their own cars.

One final suggestion: Some insurers offer much better pricing for young drivers than others. Have your agent check with other car insurance companies.

Syria rebels seize southern base, border area

BEIRUT (Reuters) - Rebels seized an air defense base near Syria's strategic southern international highway on Saturday, activists said, bolstering access to supply routes to the capital Damascus.

The rebels on Saturday also seized several military sites along the Jordanian-Syrian border, according to the British-based Syrian Observatory for Human Rights, which has a network of informants across the country.

The developments give fighters control of about 25 km (15.5 miles) of frontier adjacent to the Israeli-occupied Golan Heights, the Observatory said, and could fuel tensions in the sensitive military zone.

Syria's southern provinces bordering Jordan and Israel have become an increasingly significant battleground as the capital comes into play, with President Bashar al-Assad's forces and his loyalist militias hitting back hard to prevent rebel advances.

At the air base in Deraa province, which borders Jordan, the Observatory said the brigade's commander was among those killed.

"Fighters from the Nusra Front, Yarmouk Martyrs Brigade, and other battalions seized control of the 38th division air defense base, near the town of Saida on the Damascus-Amman highway, after 16 days of fierce clashes," the Observatory said.

The Nusra Front is an Islamist militant group suspected of links to al Qaeda and blacklisted by the United States as a "terrorist group". Its forces, which include foreign fighters, have come to increasing prominence in the revolt.

Videos published by opposition activists showed cheering fighters driving tanks around the base and loading boxes of ammunition onto flatbed trucks. The rebels also said in the videos they had freed dozens of prisoners held at the base.

A video uploaded by the Observatory showed what it said was the body of base commander General Mahmoud Darwish lying in a pool of blood in a bathroom.

Other activist videos showed the corpses of soldiers in camouflage fatigues scattered in the grass outside the base, shot in the head.

It was not immediately possible to verify the pictures or opposition reports. The Syrian government has severely restricted access to Syria for foreign journalists and international aid groups.

CLASHES NEAR ISRAEL BORDER

Fighting also raged near the ceasefire line with Israel, which increasingly is concerned Islamist rebels may be emboldened to end the quiet on the Golan front maintained by Assad, and his father before him, during their four-decade rule.

Israel captured the Golan plateau from Syria in the 1967 Middle East war.

Rebels seized at least four military checkpoints near the Golan in southwestern Deraa province on Saturday, the Observatory said, and captured a large amount of weapons, ammunition and vehicles.

The armed struggle between rebels and forces loyal to Syrian President Bashar al-Assad has posed increasing difficulties for the 1,000-strong U.N. Disengagement Observer Force (UNDOF).

U.N. peacekeepers monitoring the line halted patrols this month after rebels held 21 Filipino observers for three days.

On Wednesday, rebels overran at least three towns near the Israeli-Syrian disengagement line but then suffered a fierce attack by militias loyal to Assad.

Rami Abdelrahman, head of the Observatory, said he recorded one of the heaviest single death tolls for rebels in the fighting near the Israeli border.

"We have 35 fighters recorded by name and at least 20 more missing, this is a huge number to be lost in a single battle and shows how hard they (Assad's forces) are fighting for these areas," Abdelrahman told Reuters.

He said the pro-government militias involved were made up of fighters from Syria's Druze minority, a sect which for some time had stayed on the sidelines of the conflict but now increasingly appears to be throwing its weight behind Assad.

Their involvement could increase sectarian bloodshed in Syria, already wracked by tensions between the Sunni Muslim majority that has led the uprising and the Alawite minority to which Assad belongs.

Tit-for-tat kidnappings and killings between the sects have become common as the uprising spiraled into a bloody civil war that has killed more than 70,000 people.

Alawite opposition campaigners, increasingly concerned for the fate of their community as fighting continues, will meet this weekend to discuss options for supporting a democratic alternative to Assad's rule and try to distance themselves from security forces attempts to crush the revolt.
