2 fires north of LA persist after long fire week

SANTA CLARITA, Calif. (AP) ? A pair of tamed but persistent wildfires still burned in the hills and mountains around Interstate 5 after a wild week of burning brush in the area north of Los Angeles.

A new fire that broke out Friday, the third major blaze in the area in a week, quickly surged to more than 500 acres, briefly threatened an elementary school and led to the temporary evacuation of about 20 homes.

The fire burned very close to I-5 during some of the busiest hours of the week for the heavily traveled route in and out of Los Angeles, but some 350 firefighters were able to get the edge on the blaze as quickly as it arose.

The fire was 60 percent contained by nightfall and residents who evacuated were told they could safely return, the Los Angeles County Fire Department said.

Crews were helped by relatively mild temperatures that were expected to remain into the weekend, but challenged by unpredictable winds and very difficult terrain.

With air and ground attacks, firefighters were able to douse the flames closest to Northlake Hills Elementary School and stop a looming threat.

The school had a large defensible space around it, so it was easy to protect, Los Angeles County Fire Inspector Scott Miller said.

The campus was put on lockdown and buses were put on standby for a time in case hundreds of kindergarten through fifth-grade students needed to be evacuated.

After the flames were redirected, Los Angeles County Sheriff's Sgt. Brian Allen said the students were released to their parents without incident.

The fire was moving toward Castaic Lake.

The earlier fire that broke out Wednesday near Frazier Park was 55 percent contained Friday after consuming some 4,300 acres.

That blaze was not threatening any homes or buildings but fire officials said containing it would be a long, difficult task because it was burning in such rugged and hard-to-reach terrain.

(AP) ? Lawmakers are ready to question the ousted head of the Internal Revenue Service as Congress holds its first hearing on the tougher scrutiny the IRS gave tea party and other conservative groups that applied for tax-exempt status.

With the scandal joining the parade of political headaches buffeting President Barack Obama, the Republican-run House Ways and Means Committee planned to question the agency's ousted chief, Steven Miller, on Friday.

Miller, acting director until he resigned Wednesday, seems sure to get a hostile reception from the committee. Members of both parties have spent the past week bitterly chastising the agency for abandoning its charge of making nonpolitical decisions about which groups should qualify for tax-exempt status, which makes it easier for them to collect contributions from donors.

Lawmakers also have said that despite asking the IRS repeatedly about complaints from conservative groups that their applications were being treated unfairly, the agency ? including Miller ? never told them the groups were being targeted, even after May 2012, when the agency said Miller was briefed on the practice. Miller was previously a deputy commissioner whose portfolio included the unit that made decisions about tax-exempt status.

Also testifying Friday was J. Russell George, the Treasury Department's inspector general for tax administration.

A report George issued this week concluded that the IRS office in Cincinnati, which screened applications for the tax exemptions, improperly singled out tea party and other conservative groups for tougher treatment. The report says the practice began in March 2010 and lasted more than 18 months.

Republicans have spent the past few days trying to link the IRS' improper scrutiny of conservatives to Obama. The president has said he didn't know about the targeting until last Friday, when Lois Lerner, who heads the IRS division that oversees tax-exempt groups, acknowledged at a legal conference that conservative groups had been singled out. She said it was wrong and apologized.

"I promise you this, that the minute I found out about it, then my main focus was making sure that we get the thing fixed," Obama said Thursday.

Even so, less than four months into his second term, the president has been on the defensive for the IRS controversy, along with questions about last September's attack in Benghazi, Libya, that killed the U.S. ambassador and three other Americans, and the government's seizure of The Associated Press' telephone records as part of a leaks investigation.

In one of the latest GOP attacks, Sen. Rob Portman, R-Ohio, wrote Obama on Thursday asking whether the White House or Treasury Department pressured the IRS on the treatment of conservative groups. In the letter, Portman accused the administration of "policies that threaten to chill disfavored political speech."

The inspector general's report said all IRS officials questioned said their actions "were not influenced by any individual or organization outside the IRS."

The report blamed "ineffective management" for letting IRS officials craft "inappropriate criteria" to review applications from tea party and other conservative groups, based on their names or political views. It found that the IRS took no action on many of the conservative groups' applications for tax-exempt status for long periods of time, hindering their fundraising for the 2010 and 2012 elections.

Many of the groups were applying for tax-exempt status as social welfare organizations, which are allowed to participate in campaign activity if that is not their primary activity. The IRS judges whether that imprecise standard is met.

Friday's hearing was just the start of Congress' probe of the IRS' actions, with the Senate Finance and House Oversight committees planning hearings next week.

In addition, Attorney General Eric Holder has said the FBI was investigating whether the IRS may have violated applicants' civil rights.

Obama has rejected the idea of naming a special prosecutor to investigate the episode, saying Thursday that the probes by Congress and the Justice Department would get to the bottom of who was responsible.

Obama has named Daniel Werfel, a top White House budget officer, to replace Miller.

Also Thursday, Joseph Grant, one of Miller's top deputies, announced plans to retire June 3, according to an internal IRS memo. Grant is commissioner of the agency's tax exempt and government entities division, which includes the agents that targeted tea party groups for additional scrutiny.

Grant joined the IRS in 2005 and took over as acting commissioner of the tax exempt and government entities division in December 2010. He was just named the permanent commissioner May 8.

When asked whether Grant was pressured to leave, IRS spokeswoman Michelle Eldridge said Grant had more than 31 years of federal service and it was his personal decision to leave.

Before he joined the IRS, Grant was a top official at the Pension Benefit Guaranty Corporation.

Grant's predecessor at the IRS was Sarah Hall Ingram, who is now director of the agency's Affordable Care Act Office. Ingram was in charge of the tax exempt division when IRS agents first started targeting conservative groups.

The IRS said Ingram was assigned to help the agency implement the health care law in December 2010, about six months before the Treasury inspector general's report said her subordinate, the director of exempt organizations, learned about the targeting.

"No" is a picture that perches precariously on the cusp of a paradox.

A cunning and richly enjoyable combination of high-stakes drama and media satire from Chilean director Pablo Larrain.

A mesmerizing, realistic and often hilarious look at the politics of power and the power of ideas ...

A political drama, a personal drama, a sharp-eyed study of how the media manipulate us from all sides, No reels and ricochets with emotional force.

It's a funny look at the way the media warp public opinion, and a curiously hopeful one.

On every level, "No" leaves one with bittersweet feelings about democracy, love and the cost of compromise.

It works as drama. And strangely, considering we know the outcome, it generates considerable suspense.

Despite the light-heartedness, there's a hard, tense edge to the film.

Shooting the entire film on video equipment of the era gives No some visual snap but it is very much a pedestrian, by-the-numbers docu-drama tale, with the emphasis on the former rather than the latter.

NO is an important film - especially for people too young or too far removed from Pinochet's "Dirty War" to remember how horrifying the situation was in Argentina during the '70s and '80s. Bernal's screen presence goes a long way in making the movie work

A bitingly funny, fascinating and moving portrait of Pinochet's fall that's smartly shot and superbly performed.

"NO" is an inspirational political drama in which the people are roused by the visual to overcome the vicious.

... features a fine performance by Gael Garc?a Bernal as young ad exec Ren? Saavedra, who didn't, at first, quite realise what he was in for when he decided to assist in the bringing down of military dictator Augusto Pinochet.

No is a great historical document as to how one very important revolution started with a commercial.

The understated performance by Bernal was inspiring, as was the pic.

It's not easy material but it's truly fascinating, and expertly done.

An extremely perceptive and intriguing examination of the effect that media hype and spin have on the political process.

...a bitter and knowing meditation on media manipulation and political subversion.

Larrain deftly mixes social satire and historical drama.

All historical and little drama.

Larrain does a fine job of making No look and sound authentic to its time period, although the VHS-quality photography, all washed-out with colors bleeding together as camcorders did in the '80s, is an occasional irritant.

Silliness is on the side of the angels in a brilliant and highly entertaining film that's part political thriller, part media satire.

It's clear that the language of advertising has become universal, and that political commodities can be sold like soap. But toppling a dictatorship? Now there's a story.

A reflection of a moment in time, made in the image of that moment.

Bernal deftly explores the layers of the character's complexity, including his political apathy.

After all, if it's clever enough to send someone back in time to wipe out an enemy before they're born, it's not hard to believe it could see the potential in Lego Technic when it comes to building an army. Particularly when we've just shown it how.

A Polish Lego savant who goes by piotrek839 on the LUGPol forums created this life-size Terminator arm that's powered by twelve separate Lego Technic motors and some of the most complex engineering and gearing we've ever seen. Because of the limited speeds of the Technic motors the arm moves very, very slowly, but it's incredibly articulate, particularly how the hand seems to perfectly replicate the range of motion on a human wrist. If things get out of hand here, stepping on a small plastic brick in bare feet could be the least of mankind's worries.
