After NVIDIA, ASUS Could Get the Boot for 2014 Google Nexus 7

Google's 2013 Nexus 7 may be less than a week old, but groundwork for its successor is already underway; as most companies with tight product development cycles would do. With 2013 Nexus 7 giving NVIDIA the boot by choosing a Qualcomm-made Snapdragon S4 Pro SoC over the company's Tegra 4, key players in the Nexus program are dispensable for Google. The company could give ASUS the boot, and opt for LG as its next Nexus 7 partner.

Nexus 7, the single most popular tablet brand after iPad, is co-developed by Google and ASUS. Its 2014 version could see Google partner with LG Electronics, with whom it co-developed the Nexus 4 smartphone. The reasons behind the switch are largely unknown, but we've shortlisted the likely two.

First, market analyst Ming-Chi-Kuo predicts that LG could be luring Google to partner with it, to give it access to cheap high-resolution displays that go beyond 1080p. LG Display supplies high-resolution IPS displays to a number of tablet designers, including in concert with Sharp, Apple.

Second, could be volumes. With market share of Apple iPad on a slump, and growth of the Nexus 7 brand, that accelerated ASUS' market share (more on that here), Google could be apprehensive about ASUS' ability to keep up with demand. A bonus third, despite critical acclaim for the 2013 Nexus 7 from everyone who ever toyed with one; some users aren't satisfied with its build quality.

Apple's smartphone market share slips

Apple's share of the global smartphone market fell during the second quarter to its lowest level in four years, according to data released Friday.

Apple took 13.1 percent of the worldwide market, according to ABI Research, down from 16.6 percent a year ago. That's the lowest level since the third quarter of 2009, two years after the launch of the first iPhone.

Apple Inc., based in Cupertino, Calif., sold 31.2 million iPhones in the April-to-June period, up from 26 million in the same period a year ago, the report said. But the company's sales growth isn't keeping pace with the overall smartphone market, which grew 52 percent from last year.

The No. 3 and No. 4 smartphone makers, LG Electronics of Korea and Lenovo Corp. of China, doubled their sales in the quarter, according to ABI research.

Samsung, the world's largest maker of smartphones, also saw a drop in market share.

She's made it clear she has no love for the Omaha restaurant tax, but newly-elected Mayor Jean Stothert hasn't made a move to get rid of it. It's in her proposed budget and the projected revenue is more than ever. She addressed the issue Thursday afternoon.

The mayor asked why the city is turning so much attention to Lo Sole Mio, asking the owner to prove he's been paying the tax. It's one of 10 restaurants being audited this week.

Turns out the audit is standard and part of the restaurant tax ordinance. Since the law went into effect, this is the first time the restaurant has been randomly chosen for the audit.

Mayor Stothert said that although she opposes the tax, the city needs the $27 million it brings in. "If I would try to repeal the restaurant tax for '14, I would have a $47 million hole. In five weeks, that's not enough time for me to be able to fill that hole."

Lo Sole Mio's head chef doesn't believe the mayor's plan to get rid of the tax. She said her goal is to get the restaurant tax off the books for the 2015 budget and asked that citizens be patient.

China concerns depress TSX at end of lacklustre week

TORONTO ? The Toronto stock market declined Friday as commodity prices ease on concerns over Chinese moves to reform its industrial sector.

The S&P/TSX composite index fell 24.23 points to 12,644.91.

The Canadian dollar was off 0.1 of a cent to 97.33 cents US after running up almost 1/2 a US cent on Thursday.

U.S. indexes were also lower with the Dow Jones industrials down 65.66 points to 15,489.95, the Nasdaq composite index dropped 11.9 points to 3,593.29 and the S&P 500 index gave back 5.92 points to 1,684.33.

There are concerns that an overhaul of China?s industrial sector could cause a sharp slowdown in the world?s second-largest economy.

Beijing has ordered companies to close factories in 19 industries from steel to glass where overproduction has led to price-cutting wars, affirming its determination to push ahead with a painful makeover of the economy. That move followed weak manufacturing data on Wednesday.

The gold sector fell 1.15 per cent while August bullion slipped $3.60 to US$1,325.20 an ounce. Goldcorp Inc. (TSX:G) faded 33 cents to C$28.52.

Other commodities were lower as demand concerns pushed the September crude contract on the New York Mercantile Exchange down 63 cents to US$104.86 a barrel and the energy sector was off 0.17% and Canadian Natural Resources (TSX:CNQ) dropped 29 cents to C$33.41.

The base metals sector was slightly lower as September copper eased seven cents to US$3.12 a pound. Hudbay Minerals (TSX:HBM) fell five cents to C$6.97.
Financials also weighed on the TSX with National Bank (TSX:NA) down 40 cents to $78.08.

At the end of a heavy earnings week, TransCanada Corp (TSX:TRP) says it had $365-million or 52 cents per share of net income attributable to shareholders in the second quarter, up from $272-million or 39 cents per share a year earlier. On an adjusted basis, the Calgary based company had $357-million or 51 cents per share of ?comparable earnings,? up from $300-million or 43 cents per share in the second quarter of 2012 and in line with analyst estimates and its shares were up 34 cents to 46.75.

Electronics manufacturing company Celestica Inc. (TSX:CLS) posted net income of $28.0-million, or 15 cents per share, up from $23.6-million, or 11 cents per share, a year earlier. Adjusted earnings were 21 cents a share, four cents better than analysts expected. The company knew it would take a hit from losing BlackBerry (TSX:BB) as a customer as a result of the smartphone company?s slimmed-down strategy. As it turned out, Celestica?s revenue was US$1.495 billion ? down 14% from a year earlier but up three per cent if BlackBerry were excluded and its shares ran ahead 47 cents to $10.25.

After the close on Thursday, Amazon.com Inc. reported a surprise loss of US$7-million, or two cents per share, in the April-June quarter. That?s down from earnings of $7-million, or one cent per share, a year ago. Revenue rose 22% to $15.7-billion. Analysts, on average, were expecting earnings of five cents per share on revenue of $15.73-billion and its shares were down 1.3% to $299.47 in New York.

The TSX looks set to end the week flat or even with a decline following weak earnings reports from the resource sector, in particular from Cenovus Energy (TSX:CVE) and PotashCorp (TSX:POT) in a reflection of falling commodity prices.
The telecom sector has also been negative this week, despite a strong earnings report from Rogers Communications (TSX:RCI.B) as investors mull the effects of a possible entry into the sector by U.S. telco Verizon Communications.

Bell has joined major telecom companies Rogers and Telus in calling for Ottawa to change its policy on foreign ownership of small Canadian wireless companies.
The three Canadian rivals say they have been put at an unfair disadvantage that allows foreign carriers like Verizon to buy small Canadian wireless carriers while denying them the same opportunity.

Traders were also cautious ahead of a slew of top tier economic data next week, topped off by a two day meeting of the U.S. Federal Reserve that will be closely watched for any clue as to when the central bank might be thinking of trimming a key element of economic stimulus. The Fed currently spends US$85-billion a month to buy bonds, a move that has kept long-term rates near record lows and supported a strong stock market rally.

But Fed chair Ben Bernanke has indicated the Fed could start cutting back on those purchases later this year if the economy improves sufficiently.

There are also reports on second-quarter gross domestic product, the health of the manufacturing sector and the week ends with the release of the U.S. non-farm payrolls report.

Earlier in Asia, China?s Shanghai Composite dropped 0.5% and Japan?s Nikkei 225 index fell three per cent due to a big rise in the yen, which risks making the country?s exports less competitive on international markets.

Elsewhere in the region, Australia?s S&P/ASX 200 rose 0.1% while Hong Kong?s Hang Seng was up 0.3%.

European bourses were mixed with London?s FTSE 100 index down 0.34%, Frankfurt?s DAX was down 0.53% while the Paris CAC 40 gained 0.35%.

Christie and NVIDIA team up for an interactive car buying experience powered by augmented reality handson video

If committing the requisite funds for an Audi R8 coupe seems like a stressful ordeal, NVIDIA and Christie have created an augmented reality purchase experience to lend a hand with the selection process. Under the hood, the whole lot is powered by NVIDIA GPUs, Christie projectors and RTT DeltaGen software for car configuration. Using a 3D-printed, one-fifth scale model of the R8, a series of projectors and projection tiles utilize a 3D WARP mesh to outfit the car with paint, wheels and even headlamps. A tablet UI then allows the eager customer to toggle colors, rim options, side panels and turn the lights on and off. In addition to customizing the car itself, the system also shows how the R8 will look in different environments, from dusk by the water to the rural open road. For a quick video demo from the SIGGRAPH show floor, join us after the break.

Northern California water levels to hit 5-year lows

SACRAMENTO ? Federal officials say drought conditions in Northern California could bring water levels in Folsom Lake and the American River to five-year lows.

The U.S. Bureau of Reclamation, which operates Folsom Dam, estimates that by the end of the year the lake will fall to a storage level of about one-fourth of total capacity.

The Sacramento Bee reports (http://bit.ly/17xNxWM ) boat owners at Folsom Lake Marina face an August 3 deadline to vacate their berths because the floating docks will be resting on the lake bed by then.

In an average water year, boats don't have to be hauled out of slips at the marina until October.

A shrunken lake also means lighter flows in the American River, which provides water to Sacramento.

Spokeswoman Jessica Hess says the city does not anticipate any shortages this year.

Google invests in maker of Google Glass components

Anthony Quintano / NBC News

Anthony Quintano / NBC News

Google Inc will take a 6.3 percent stake in the unit of Taiwanese chipmaker Himax Technologies Inc that develops display technology for devices such as Google Glass, Himax said.

The investment will help fund the production of liquid crystal on silicon chips and modules used in head-mounted devices such as Google Glass, head-up displays and pico-projectors, Himax said in a statement.

Google, which reported lower-than-expected results last week, is pushing forward with Google Glass, a product which CEO Larry Page has described as vital to the company's future success.

The agreement also allows Google to raise its stake in the unit, Himax Display Inc, to 14.8 percent within a year, Himax said.

Financial details of the deal were not disclosed.

Google Glass, announced in June last year, is a stamp-sized electronic display mounted on the left side of a pair of eyeglass frames that can record video, access messages and retrieve information from the Web.

With this investment, Google will join Intel's Intel Capital Corp, Khosla Ventures I LP and KPCB Holdings as a core shareholder of the chipmaker's unit.

The transaction is expected to close in the current quarter.

Kings get only win in NBA Summer League finale

LAS VEGAS, NV - Ben McLemore was given a short, but effective pep talk from Sacramento Kings center DeMarcus Cousins at halftime of Friday's Summer League at Cox Pavilion in Las Vegas.

That talk ignited McLemore enough to score 23 points in the second half to help give Sacramento its only victory of Summer League, 93-87 over the Atlanta Hawks. McLemore finished with a game-high 27 points on 10-of-21 shooting.?

Friday's victory was also the first game that the team got a big contribution from both McLemore and fellow rookie draft pick Ray McCallum. He scored 12 points and dished out 11 assists, many of which found McLemore for a few highlight worthy dunks.

Cousins flew to Las Vegas from Los Angeles to support the team, but declined to speak with media. He did allow and interview with the NBA-TV broadcast, where he said he's been working on his defensively.

Off camera, Cousins, donning an Oakland Raiders hat, told News10 that McLemore "looked great."

Cousins returned to Los Angeles before he is scheduled to return to Las Vegas on Sunday, before next week's Team USA basketball minicamp.

The Kings conclude their Summer League with a 1-4 overall record.

Beach 'roly polies' vanishing in Southern California, study says

Two tiny crustaceans whose burrows in the sand were once familiar sights to beachgoers are on their way to being extirpated from Southern California, according to a new study.

Scientists at UC Santa Barbara found that two species closely related to the roly poly have vanished from more than 60% of beaches from Point Conception to the U.S.-Mexico border, where they were recorded a century ago.

?We were really surprised at how strong the pattern of loss is,? said Jenny Dugan, a biologist at the university's Marine Science Institute. ?They?re not going to last long in Southern California the way things are going.?

The trend is alarming, the researchers said, because the critters are considered indicator species whose steady decline over decades bodes ill for other creatures such as grunions and snowy plovers, which also need wide stretches of undisturbed sand to survive.

The nocturnal crustaceans, known as isopods, spend their daylight hours in burrows several feet below the sand and serve as an important source of food for shorebirds. The critters only emerge from the sand to feed on kelp at night, which helps explain why they are not as well known to Californians as their garden-variety cousin, the roly poly.

The coast-dwelling crustaceans could be wiped out entirely unless more sandy beaches are set aside for conservation, the researchers said. But their fate could already be sealed by climate change.

That?s because the undeveloped, ungroomed sandy beaches they still populate are some of the same stretches of coastline at risk from sea level rise. Those natural beaches are often ringed by bluffs, homes or parking lots, leaving them nowhere to go as the sea swells inland.

Scientists discovered the decline using data going back more than a century, including a Smithsonian monograph that documented their presence along Santa Barbara in 1905 and beach surveys conducted in the wake of the 1969 Santa Barbara oil spill.

The findings were published online this week in the journal Estuarine Coastal and Shelf Science.

Atlanta cannonball possibly fired by Union forces

A day after workers unearthed an apparent cannonball from a downtown Atlanta construction site, an expert on the American Civil War said there are at least two possible scenarios for how it got there.

The battered round ball was found Thursday near Centennial Olympic Park. Police, concerned about public safety, blew it up and are unsure of its history.

One likely theory: It was a cannonball that was among an estimated 100,000 shells fired into Atlanta by the Union Army while the city was under siege in the summer of 1864.

Gordon Jones, the Atlanta History Center's senior military historian and curator, said it could have been fired by federal soldiers from outside the city in an effort to strike the Confederate's Railroad Roundhouse, a key military target in the general area where the device was found.

The area where the cannonball was found, which now contains the Georgia Dome and CNN Center, was inside the Confederate defense line before Maj. Gen. William T. Sherman's Union forces finally invaded the city and burned much of it.

"The Railroad Roundhouse was right there in the area of Centennial Olympic Park, so it really could have been that this thing was fired at the Round House," Jones said. "That would strike me as the most likely big target."

Another target, a passenger railroad depot near the site of the present-day Underground Atlanta shopping area, was also just east of the construction site where the device was found, near Marietta and Baker streets.

"Between the passenger depot and the Round House, that was the central part of the city," Jones said. "Those are the juiciest military targets."

Another theory: It could have been a Confederate cannonball that was being transported on rail lines or in storage, then left behind and covered by the ground for nearly 150 years, Jones said.

Though it is unusual to find cannonballs in the downtown area, relics of the weapons used in the Civil War are occasionally unearthed.

"We get calls like this on average probably twice a year," Jones said. "It's still out there."

He added that some items are occasionally found in the area of Peachtree Creek, a creek that runs through Atlanta, where a fierce battle was fought on July 20, 1864.

Bomb technicians who detonated the cannonball found downtown were unable to precisely date or identify it, the Atlanta Police Department said in a statement.

sharknadotitle___CC___685x385

by nico on July 18, 2013

The SyFy Channel?s latest cinematic extravaganza, Sharknado, has provided quite a bit of entertainment for people all over the country, regardless of whether or not they have actually seen the movie (and there?s more to come, with Sharknado 2 in the pipeline). But did you know there is a financial product designed to relieve that particular ?natural? disaster (well, except for the shark part)? Some credit unions have special loan options, including tornado relief loans and storm shelter loans, which can assist you in just about any disaster situation. With the summer movie season in full swing, we took a fond look back at some past disaster flicks and found credit union products that could help you in similar circumstances, whether you need a new computer to upload a virus to an alien mother ship, a new motorcycle to outrun giant radioactive spiders, or farm funding to take care of pesky crop circles.

Natural Disaster Recovery Loan ? FASNY Federal Credit Union

Former El Paso mayor John Cook may run for Texas land commissioner

Former El Paso Mayor John Cook will seek the Democratic nomination for Texas land commissioner in 2014, he told the El Paso Times Wednesday night.

"I think it's an embarrassment to the city of El Paso, being one of the largest cities in the United States, that we've never had a candidate elected to a statewide office," Cook said after attending a talk at the Wyndham Hotel by the Rev. Barry Lynn of Citizens United for Separation of Church and State.

The likely Republican nominee for land commissioner is George P. Bush, the son of former Florida Gov. Jeb Bush and nephew of former President George W. Bush. No Democrat has won a statewide election in Texas since 1984.

Emmy Nominees: Kerry Washington of ?Scandal?

Kerry Washington works in Washington both in fact and fiction.

As a member of President Obama?s Committee on the Arts and the Humanities, she helps to make recommendations about arts education in America and to promote cultural diplomacy programs like Film Forward. As Olivia Pope, the protagonist of the soapy ABC thriller ?Scandal,? she fixes the problems of the powerful and has the occasional affair with the president.

On Thursday she became the first African-American actress to be nominated for best actress in a drama since 1995, when Cicely Tyson was nominated (and lost) for ?Sweet Justice.? Ms. Washington called from Los Angeles to discuss ?Scandal? and the nomination. These are excerpts from the conversation.

Q.

How would you define ?Scandal?? Is it a political thriller? A soap? All of the above?

A.

All of the above. There?s something very heightened about it. The work of my fellow actors is so real and honest ? I don?t know if I?d say a soap opera but I would say there is something operatic about it.

The Emmy Awards

More coverage of the 65th Primetime Emmy Awards, including reports, reviews, interviews with nominees and more.

Q.

Between your show and things like ?House of Cards? and ?Veep,? we seem to be having a D.C. moment on television.

A.

What?s great about it is the shows are so different, tonally. Some of us were at the White House Correspondents dinner and it was so much fun, because some of the folks from ?Veep? and ?House of Cards? were there. It was fun to be able to talk to people inside the Beltway about how excited they are about these shows.

Q.

You work in Washington as part of the President?s Committee on the Arts and the Humanities. What did you know about political fixers before you took this role?

A.

Not much, which I think is a good sign because it means I haven?t been involved in any scandals. [Laughs.] There were ideas I had about the wardrobe. I knew that I wanted her to stand apart from the D.C. aesthetic. The ideas about power and stuff ? there?s enough of that in Hollywood.

Q.

What surprised you about that world?

A.

One of the things I learned when I was researching Judy Smith, who the character is based on, is crisis management is such a high-stakes world. People walk into her office every single day on the worst day of their lives, and say, ?Fix it.? You and I may have one of those worst days. But she is constantly managing people?s worst days of their lives. So there is a kind of heightened energy to this kind of work. At the end of last season I actually said to my doctor, ?I have no adrenaline left in my system because I?ve been operating with these everything-is-life-or-death stakes for nine months. I need a nap and some adrenal gland support.?

Q.

You are the first black leading actress nominee since 1995, did you know that?

A.

I have heard that this morning. [Laughs].

Q.

Is it a source of particular pride for you?

A.

Well I?m honored to share this history with some of the actresses I admire most, people like Debbie Allen, Alfre Woodard, Cicely Tyson and Regina Taylor. To be in that community of actresses is tremendous to me, personally. I?m really excited that a show that is as inclusive and diverse as our show, with regard to not just race, but ethnicity and sexual orientation and age and gender, is able to succeed in the United States and now abroad as well. I?m proud to be part of a show like that.

Vidzone music video streaming app comes to PlayStation 3 users in the US

Music Unlimited has long been Sony's preferred musical portal on the PlayStation 3, but for those who enjoy video to accompany their music, there's a new option available to folks in the US: Vidzone. It's an ad-supported music video streaming service -- not unlike the Vevo app Xbox 360 users enjoy -- that's been available to PS3 owners in Europe for years. Now, their US counterparts can enjoy the 55,000 videos in its library and can view them via genre-based channels or build their own custom playlists. Should you prefer content that's a little less produced, the service also delivers artist interviews and plenty of live events, too. And, whenever you find a new favorite video, you can share it on Facebook. Sound good? You can grab the app yourself from the PlayStation Store or install it directly from the XMB's TV/Video Services option.

More Flood Insurance Follies in Congress - Hit & Run : Reason.com

Flood insuranceArtisticco:dreamstimeAs it happens I just paid the annual premium for my taxpayer subsidized flood insurance on my cabin. It would be churlish of me to refuse such a generous gift from my fellow citizens, wouldn't it? In any case, Congress wants to make sure that the largesse keeps coming and that our government continues to encourage people and businesses to locate in areas prone to flooding. As the Washington Post reports:

Hundreds of thousands of homeowners facing higher federal flood insurance premiums under reforms passed last year would win a one-year reprieve under a measure that began its advance through the Senate on Tuesday.

The temporary relief would go to homeowners in low-lying areas of Louisiana, Florida and other states where new government surveys could produce flood insurance premium in?creases so big that the homeowners might be no longer able to afford their homes.

At issue are homeowners whose flood insurance bills have historically been ?grandfathered? at lower rates since they followed the rules in place at the time they bought or built their home. Under last year?s bipartisan overhaul, many of these homeowners face higher premiums when new flood maps are issued....

Tuesday?s legislation would provide relief to people whose older homes were built to the flood code in previous years or decades ago but would be judged to be at greater risk under new flood maps. Higher rates on these grandfathered homeowners would otherwise start taking effect late next year, and some homeowners face multi?fold premium increases that could make their monthly payments unaffordable.

?These home and business owners played by the rules, purchased properties that were up to code and are now facing exorbitant rate hikes,? said Sen. Mary Landrieu (D-La.), author of the provision. ?Flood protection is not just about business and commerce or numbers on a table. It is about a culture and a unique and treasured way of life that is certainly worth preserving.?

Not about business and commerce? Sigh. Some good news is that flood insurance rates for...

...businesses in flood zones and homes that have been severely or repeatedly flooded will go up 25?percent a year until the rates represent the ?true risk? of flooding.

That's if Congress can bear to let them go up. Given this latest moratorium on rate hikes, that doesn't look promising.

In his 2004 Reason article, "Confessions of a Welfare Queen," television journalist John Stossel explained:

In 1980 I built a wonderful beach house. Four bedrooms -- every room with a view of the Atlantic Ocean.

It was an absurd place to build, right on the edge of the ocean. All that stood between my house and ruin was a hundred feet of sand. My father told me: "Don?t do it; it?s too risky. No one should build so close to an ocean."

But I built anyway.

Why? As my eager-for-the-business architect said, "Why not? If the ocean destroys your house, the government will pay for a new one."

What? Why would the government do that? Why would it encourage people to build in such risky places? That would be insane.

But the architect was right. If the ocean took my house, Uncle Sam would pay to replace it under the National Flood Insurance Program. Since private insurers weren?t dumb enough to sell cheap insurance to people who built on the edges of oceans or rivers, Congress decided the government should step in and do it. So if the ocean ate what I built, I could rebuild and rebuild again and again -- there was no limit to the number of claims on the same property in the same location -- up to a maximum of $250,000 per house per flood. And you taxpayers would pay for it.

Thanks.

How to unravel this situation? As I reported a couple of years ago, a proposal by the Competitive Enterprise Institute seems reasonable:

The free market Competitive Enterprise Institute offered some reform proposals in 2008 which featured (1) land buyouts for propeties in the most flood-prone areas, perhaps converting them to public parks; (2) some policies would likely have value in private insurance markets, so sell them off; and (3) and phase out NFIP entirely by offering one time tax credits or grants to cover the declines in property value that terminating flood insurance might cause insured property owners.

By the way the National Flood Insurance Program is $24 billion in the hole and counting.

Stocks slip as market focuses on Bernanke testimony

stocks

Stocks closed lower on Tuesday, with the S&P 500 breaking its 8-day winning streak, following a mixed batch of economic and earnings reports as investors hesitated to jump in a day before Fed Chairman Ben Bernanke's congressional testimony.

The Dow Jones Industrial Average ended 32 points lower at 15, 451.85, dragged down by Coca-Cola and Walt Disney.

The S&P 500 and the Nasdaq snapped their 8-day rallies to close in the red. The CBOE Volatility Index (VIX), widely considered the best gauge of fear in the market, rose above 14.

Most key S&P sectors turned lower, led by energy and utilities.

On the earnings front, Dow component Coca-Cola matched analyst expectations of 63 cents a share in second-quarter profit, but missed on the revenue end with $12.75 billion against expectations of $12.95 billion.

Also, Goldman Sachs was the latest participant in the parade of big U.S. financial institutions to report blowout profits. The company reported earnings per share of $3.70, well ahead of the $2.82 estimates. Revenue also easily beat expectations, sending shares higher.

(Read More:Enjoy it while itlasts: Bank earnings face trouble)

"We know earnings in the second quarter aren't going to be particularly good and we know GDP growth in the second quarter wasn't particularly good, but there's a fair bit of optimism built into the back half of the year and so from our standpoint, we're focused almost entirely on what companies had to say on the second half of the year and what that means for stock prices," said Dan Greenhaus, chief global strategist at BTIG.

Investors will be looking ahead to Federal Reserve Chairman chief Bernanke's semi-annual testimony to Congress on Wednesday, from which they hope to garner further clues on the direction of monetary stimulus. Markets jumped last week when he said the central bank was inclined to keep its policies in place for some time

"In recent weeks the message that he's given is that we have seen signs of improvements in the U.S. economy and we're going to move towards tapering. Then he gives us the message that we got last week, so I think markets will be cautious ahead of Bernanke's testimony," said Robert Rennie, global head of currency strategy at Westpac.

Meanwhile, Kansas City Fed President Esther George said the central bank should begin to reduce its massive bond-buying program and bring it to a close "sometime in the first half of next year."

On the economic front, homebuilder confidence jumped in July to its strongest level since January 2006, according to the National Association of Home Builders. The NAHB/Wells Fargo Housing Market index rose to 57 from a revised 51 in June. Analysts polled by Reuters had projected the index likely held at its originally reported June level of 52.

Consumer price index gained 0.5 percent in June thanks to a gain in gasoline prices. Economists polled by Reuters had expected consumer inflation to increase 0.3 percent last month. Excluding food and energy costs, the core reading edged up 0.2 percent.

And industrial production edged up 0.3 percent in June after an unchanged reading in May, according to the Federal Reserve. Economists polled by Reuters had expected a gain of 0.2 percent.

Elsewhere, Japan's benchmark index hit a new seven-week high and as earnings season picked up.

The Nikkei 225 hit its highest levels since May 24, and the yen weakened to the 100 handle against the U.S. dollar, after Japan's economics minister, Akira Amari, said the government will go ahead with a planned sales tax hike.

Sister of mystery man with amnesia says family had no idea where he was

Jay Calderon/The Desert Sun

Michael Boatwright was found unconscious in a Palm Springs motel. When he awoke, he spoke in Swedish and remembered little to nothing of his past.

By Andrew Rafferty, Staff Writer, NBC News

?

A mysterious Florida man who awoke in a California hotel room with no recollection of his past has a sister, it was revealed Tuesday? and she says she hasn't seen her brother in about 10 years and did not know if he was alive or dead.

Michael Boatwright, 61, was found unconscious in a Motel 6 room in Palm Springs, Cali. four months ago. When he regained conciousness, he called himself John Ek and, bizarrely, spoke only Swedish, The Desert Sun reported.

The newspaper was able to track down Michelle Brewer, Boatwright?s sister, in Louisiana. She said she and her family had no idea where her brother was and had no way to get in touch with him.

"He's always been just a wanderer. Then he'd come back when he needed some money or something from somebody. Then he'd take off again," Brewer told the Sun.

Authorities have struggled to piece together the story of the mystery man.

He was found in February with a duffel bag filled with exercise clothes, a backpack and tennis racquets, and four different forms of identification ? all of which bore the name Michael Thomas Boatwright, according to hospital officials.

He may have been in town for a tennis tournament, authorities believe.

Doctors diagnosed Boatwright with Transient Global Amnesia in March. The condition can last for several months and is often triggered by trauma. It was unclear what, if any, trauma Boatwright may have experienced.

Friends told the Desert Sun that Boatwright was raised in Florida and first visited Sweden in 1981.

While there he fell in love with Ewa Espling, who told the newspaper that the two had planned to marry but that Boatwright was haunted by nightmares of what he saw during the Vietnam War.

Swedish reports say he left the country around 2003, but was remembered by those who knew him for his interest in medieval history and jousting.?

Boatwright flew from Hong Kong to Palm Springs on Feb. 24, four days before he was found unconscious, according to The Desert Sun.

Along with forgetting his past, the newspaper noted that Boatwright does not remember how to do things like exchange money, use public transit or seek out shelter at homeless shelters or hotels.

He also does not remember his two ex-wives.

Complicating matters, Boatwright has no income or insurance. He can access only one bank account, which holds just $180.

"Sometimes it makes me really sad and sometimes it just makes me furious about the whole situation and the fact that I don't know anybody, I don't recognize anybody," Boatwright told the newspaper.
