Judge: Maine girl, 11, not competent for trial

SKOWHEGAN, Maine (AP) ? A Maine judge has ruled that an 11-year-old girl charged in the death of an infant remains incompetent to stand trial.

The Fairfield girl's detention and conditions of release are unchanged, pending further discussion of her ability to stand trial, Judge Charles LaVerdiere said Friday.

LaVerdiere said there is a substantial probability the girl will be competent to stand trial in the foreseeable future, the Morning Sentinel reported (http://bit.ly/1155a1d).

She is charged with manslaughter in the July 8 death of 3-month-old Brooklyn Foss-Greenaway. The infant was staying overnight at the home of girl's mother, who was babysitting her.

The infant's mother was told the baby died from suffocation and had trace amounts of a medication that the girl had been taking in her system.

The older girl was charged last summer at age 10 with juvenile manslaughter. A judge had ruled in March that she was incompetent to stand trial.

The state forensic examiners will check on her competency again in six months, LaVerdiere said.

The girl's lawyer could not be reached for comment on Saturday. A phone message left at his office was not immediately returned.

In a surprising move, the Bulls will not renew the contract of lead assistant coach Ron Adams.

Adams, in his second stint with the Bulls, came to Chicago following a successful run as Scott Brooks? lead assistant in Oklahoma City. A longtime friend of Tom Thibodeau?s, Adams left the Thunder to be closer to his family, who remained in the Chicago area for school reasons following Adams? first stint with the Bulls under Scott Skiles.

According to sources, general manager Gar Forman made the decision, not Thibodeau. Forman informed Adams on Friday.

Monarch arraigned over dirty environment - Vanguard

ABA? The Aba South Local Government Environmental Health Office, yesterday, arraigned a monarch, Chinasa Ijeh of Amatu Autonomous Community, for alleged environmental offences.

Ijeh was arraigned at the Customary Court in Aba on a five-count charge of alleged failure to keep his compound clean, among others.

The other offences are failure to renew his house?s certificate of fitness, channel sewage content appropriately, repair septic tank and obtain excavation permit.

Prosecutor, Prince McAnthony, said the offences contravened Rule 82 Paragraph V and Rule 83 of the Public Health Laws CAP 139, Laws of Abia State.

The accused would be sentenced to one month imprisonment or an option of N5000 or N10,000 if found guilty.

Ijeh pleaded not guilty to the charge. He told the court that when the health officer came to his house, ?I showed him every certificate he requested. Having seen all, he went further to ask me to give him N5000 for his superior officer at their office.

?But I asked him why I should do that and he said it was to save me from being arraigned in court. I, therefore, asked him to arraign me in court if he so wishes because I was not afraid of the court and that I will come to the court to defend myself. That was how I was brought to this court.?

Ijeh also said that the certificate which was issued to him years back had no indication that it expires annually.

The prosecutor, who did not counter the claims of Ijeh, however, insisted that he did not get site approval certificate which was supposed to be renewed annually.

The Presiding Senior Magistrate, Dr Diamond Olewengwa, intervened and said that he would not allow a monarch to be ?disgraced? in his court.

Olewengwa, therefore, urged the prosecutor to settle the matter with Ijeh out of court and adjourned the case to July 10, for report of settlement.

Was first curveball thrown 2 million years ago?

NEW YORK (AP) ? It's a big year for throwing. The greatest closer in baseball history, Mariano Rivera of the Yankees, is retiring. Aroldis Chapman, the overpowering Cincinnati Reds reliever, continues to fire fastballs beyond 100 mph.

And now some scientists say they've figured out when our human ancestors first started throwing with accuracy and fire power, as only people can: Nearly 2 million years ago.

That's what researchers conclude in a study released Wednesday by the journal Nature. There's plenty of skepticism about their conclusion. But the new paper contends that this throwing ability probably helped our ancient ancestor Homo erectus hunt, allowing him to toss weapons ? probably rocks and sharpened wooden spears.

The human throwing ability is unique. Not even a chimp, our closest living relative and a creature noted for strength, can throw nearly as fast as a 12-year-old Little Leaguer, says lead study author Neil Roach of George Washington University.

To find out how humans developed this ability, Roach and co-authors analyzed the throwing motions of 20 collegiate baseball players. Sometimes the players wore braces to mimic the anatomy of human ancestors, to see how anatomical changes affected throwing ability.

The human secret to throwing, the researchers propose, is that when the arm is cocked, it stores energy by stretching tendons, ligaments and muscles crossing the shoulder. It's like pulling back on a slingshot. Releasing that "elastic energy" makes the arm whip forward to make the throw.

That trick, in turn, was made possible by three anatomical changes in human evolution that affected the waist, shoulders and arms, the researchers concluded. And Homo erectus, which appeared about 2 million years ago, is the first ancient relative to combine those three changes, they said.

But others think the throwing ability must have appeared sometime later in human evolution.

Susan Larson, an anatomist at Stony Brook University in New York who didn't participate in the study, said the paper is the first to claim that elastic energy storage occurs in arms, rather than just in legs. The bouncing gait of a kangaroo is due to that phenomenon, she said, and the human Achilles tendon stores energy to help people walk.

The new analysis offers good evidence that the shoulder is storing elastic energy, even though the shoulder doesn't have the long tendons that do that job in legs, she said. So maybe other tissues can do it too, she said.

But Larson, an expert on evolution of the human shoulder, said she does not think Homo erectus could throw like a modern human. She said she believes its shoulders were too narrow and that the orientation of the shoulder joint on the body would make overhand throwing "more or less impossible."

Rick Potts, director of the human origins program at the Smithsonian Institution, said he is "not at all convinced" by the paper's argument about when and why throwing appeared.

The authors did not present any data to counter Larson's published work that indicates the erectus shoulder was ill-suited for throwing, he said.

And it is "a stretch" to say that throwing would give erectus an advantage in hunting, Potts said. Large animals have to be pierced in specific spots for a kill, which would seem to require more accuracy than one could expect erectus to achieve from a distance, he said.

Potts noted that the earliest known spears, which date from about 400,000 years ago, were used for thrusting rather than throwing.

Obama starts Africa tour at slave port

DAKAR, Senegal (Reuters) - Almost four centuries after Africans started being shipped to North America as slaves, the first U.S. president of African ancestry will on Thursday visit an infamous embarkation point for those destined for lives in chains.

In his first - and, many Africans say, long-overdue - extended tour of the continent, President Barack Obama will focus on political and economic issues, but is also paying homage to a painful chapter in American history.

On the first leg of his eight-day visit he is taking his family to the House of Slaves, a fort built in the late 18th century on Goree Island, off the coast of Senegal, as a transit point for the human traffic and now a museum.

The visit will be a sombre reminder of a shameful period in U.S. and world history and provide a powerful contrast between Obama's stature as leader of the world's most powerful nation and the historical status of Africans, once treated as property in the country he governs.

"We have moved from a society in which African Americans were not viewed as citizens, in which social, economic equality was not provided, to one in which we could elect an African American president," said Junius Rodriguez, a historian at Eureka College in Peoria, Illinois.

"It's a remarkable transformation that we've made."

Many Africans feel a bond with Obama but have voiced disappointment that he has not engaged with the continent as much as previous presidents George W. Bush and Bill Clinton.

During his first term, Obama's only African trip was a one-day stopover in Ghana and many Africans have been impatient for him to make an extended tour of the continent.

"It's a real pleasure for us, that the world has advanced enough that a black man can be president of the United States," said Abdoul Aziz Signane, a tailor, purchasing an Obama T-shirt at a shop in the Senegalese capital Dakar.

"It makes us very proud. That's why I came to buy a T-shirt so I can welcome him and tell him 'We love you Obama, a lot'."

APOLOGY UNLIKELY

While George W. Bush gave a speech at Goree Island in 2003 in which he called slavery a sin, Obama is not scheduled to use the occasion to make a speech.

The president's major address during his three-country swing through Africa is scheduled for Sunday at the University of Cape Town.

Obama - who visited Cape Coast Castle, another slave port, during his Ghana trip in 2009 - will meet civic leaders in Goree before returning to the mainland to talk with lawyers and judges, keeping the emphasis of his trip on African political stability and economic opportunities.

For all the symbolism involved in Obama's trip to Goree, it raises the question of whether the time has come for a U.S. president to apologise for slavery.

"The magnitude of slavery is unimaginable," Harvard historian Johnson said. "Can Obama heal that wound with a single speech and with the extraordinary symbolism of his visit as U.S. president, is that going to close the circle? Absolutely not."

But an apology is seen as unlikely. A sovereign admission of culpability would open the door to a reparations process, something the Obama administration is unlikely to initiate.

(AP) ? Tiger Woods can't say whether his left elbow will be fully healed in time for the British Open, only that it will be "good enough."

Woods returned to the AT&T National on Wednesday as the defending champion only in name.

Doctors have recommended that he sit out this week at Congressional, along with next week at The Greenbrier, because of a left elbow strain that has been bothering him for more a month and was made worse by hacking out of the dense U.S. Open rough at Merion.

"I pushed it pretty good at the Open to play it and to play through it," Woods said. "Made it worse by hitting the ball out of the rough, and eventually got a point where I wasn't able to play here. We're treating it, and eventually I'll start the strengthening process, then starting hitting balls to get up to speed for the British."

The British Open is July 18-21 at Muirfield, and Woods could not say that he would be at 100 percent by then.

"How about ... good enough," he said.

There was no visible evidence of an elbow injury until he began dangling his left arm and flexing his wrist after hitting out of the rough at Merion in the opening round. He eventually said he first hurt it during The Players Championship, which he won on May 12, but he did not mention a specific shot or even a round.

On Wednesday, he said it wasn't a single shot.

"It was just playing there, and it didn't feel good then early in the week, but I pushed through it," Woods said. "It progressively just got worse. Got to a point where I was starting to struggle a little bit."

Woods still played the Memorial in the month between The Players Championship and the U.S. Open, which he conceded might have been a mistake. Woods was the defending champion and a five-time winner at Muirfield Village, so it was shocking when he turned in a 44 on the back nine ? the highest 9-hole score of his PGA Tour career ? and wound up 20 shots out of the lead. That was his largest deficit in a full-field tournament.

Asked if he should have sat out the Memorial, Woods said, "It would have been better, yes."

"I wouldn't necessarily say regret," Woods said. "I wish I would have played better so I didn't have so many shots I had to hit."

Woods had won three out of four tournaments going into the Memorial ? the exception was a tie for fourth in the Masters. In the two tournaments after The Players Championship, he finished a combined 32 shots out of the lead with a scoring average of 73.6. That includes his score of 293 at Merion, his worst ever in the U.S. Open.

He is treating the injury with electrical stimulation, ice, soft tissue treatment and anti-inflammatories to help with the swelling.

"Eventually, as I said, I'll start the strengthening process here," he said. "Hopefully, that will be sooner than later, and then start hitting balls."

Woods already has won four times this year, twice as many as anyone else, and he has established a comfortable margin again at No. 1 in the world. He still remains stuck on 14 majors dating to the 2008 U.S. Open at Torrey Pines, which he won despite shredded knee ligaments and a double stress fracture in his lower left leg.

Now 37, Woods has to cope with injuries at an alarming rate.

He had reconstructive surgery on his left knee after his U.S. Open win. He withdrew from The Players Championship in consecutive years, with a sore neck in 2010 and after only nine holes in 2011 with Achilles tendon and other injuries in his left leg that forced him to miss two majors.

Woods said he has been dealing with injuries much longer.

"I played with a lot in my early 20s and no one ever knew about it," he said. "I just didn't play in certain tournaments. I took a few weeks off here and there, and that was the end of it. But I played a few events where I really shouldn't have played, and it caused some damage. There's a difference between being hurt and being injured. It's a delicate balance. I know what it's like to play both, unfortunately.

"You can play hurt," he said. "But playing injured, it can sideline you for a while."

Woods attended the opening ceremonies at the AT&T National, which benefits his foundation, and then he did a couple of interviews. The biggest pain Wednesday was not being able to play Congressional, which has hosted four major championships and presents as strong as test as the PGA Tour offers all year.

"Looks like the golf course is in fantastic shape," he said. "It's green. It's lush. It's thick. Temperature is up. It's going to present a hell of a test for the guys. I'll be watching."

Rethinking Security for the Internet of Things | DoubeleThought Web

Cyber attacks, once primarily directed against networks to steal confidential information and wreak virtual havoc, have begun to expand and are now directly affecting the physical world. For example, the recent hacking of the Associated Press's Twitter account by the Syrian Electronic Army and subsequent tweet about an explosion at the White House caused the U.S. stock market to decline almost 1% before the news was revealed as a hoax. In 2010 the computer worm Stuxnet was discovered and implicated in the attack that caused physical damage to centrifuges at Iranian nuclear enrichment facilities. In 2012 a hacker built and revealed a simple device that can open Onity-brand electronic locks (which secure over 4 million hotel room doors) without a key.

The growing Internet of Things ? the connection of physical devices to the internet ? will rapidly expand the number of connected devices integrated into our everyday lives. From connected cars, iPhone-controlled locks (versions of which here, here, and here are in or close to production), to the hypothetical "smart fridge" that will one day order milk for me when I've run out, these technologies bring with them the promise of energy efficiency, convenience, and flexibility. They also have the potential to allow cyber attackers into the physical world in which we live as they seize on security holes in these new systems.

As consumer demand for connected devices increases (and projections from Cisco and others suggest that there will be 50 billion connected devices by 2020), traditional manufacturers will, en masse, become manufacturers of connected devices. As these devices become subject to the same cyber threats with which software developers have long been familiar, companies will need to take steps to integrate security considerations into their designs and design processes right from the start.

Train engineers to apply existing systems-engineering tools to security threats. Apart from those who work on specific niche applications, engineers who write software for embedded hardware systems don't usually focus on security issues. For example, although Onity locks used a "secret" cryptographic key to prevent unauthorized access, the key was stored insecurely in the lock's memory, allowing hackers to bypass the security and open the lock. And several models of networked security cameras, designed for remote streaming of real-time security footage over the internet, are vulnerable to remote hacking through a software flaw that exposes the video stream to unauthorized parties and compromises security and privacy. Educating engineers on common cyber threats and design paradigms that have evolved to mitigate attacks would allow them to integrate existing robust security protections into the systems-engineering practices that they already use to build reliable, stable systems.

Train engineers to incorporate security into products by using modular hardware and software designs, so that a breach in one area can't take control over other parts of the system. Technologies like microkernels and hypervisors (which allow individual components to fail and be restarted without affecting other parts of the system) are already commonly used to increase the reliability of embedded systems. These technologies also isolate different parts of the system from one another in the event of a security breach. So, for example, if attackers remotely take control of a car's infotainment system through an unsecure music-streaming station or e-mail app, they won't have access to the authentication or navigation application to change the car's destination or order a remote pickup.

Use existing, open security standards where possible. Open security standards, whose details and implementation have been investigated and vetted by many experts, are more secure than proprietary solutions. Robust security is hard to achieve, and mistakes in proprietary approaches often manifest themselves only when a third party has succeeded in uncovering a security weakness. The internet is built on open standards. Technologies like TLS (which provides secure identification, encryption, and prevents eavesdropping) and OAuth (an open standard for authentication) provide secure, tested protocols. While choosing an established platform does remove direct control over some security design decisions, it is preferable to rolling one's own custom solution, which will have been subject to less scrutiny and the input of fewer experts.

Encourage a skeptical culture. In addition to incorporating security considerations into formal design processes, companies should encourage a skeptical culture in which intellectually diverse groups from different product teams review one another's designs and give feedback about flaws, including those that affect security. One particularly useful approach is to designate internal specialists or external experts as devil's advocates and make it their job to independently review, test, and try to break existing systems. Products produced from a culture in which skepticism is not just encouraged but formally ensured are not only more secure but generally more reliable, as well.

The smart, connected fridge that will know when I've run out of milk and automatically place an order seems like a lovely, benign addition to my house. But when that fridge also has access to my credit card and can wirelessly unlock a door for a delivery person, it becomes less benign, especially if it depends on a security model designed for a fridge that only plugs into the power outlet. As cars, locks, cameras, and other traditionally unconnected products join the Internet of Things, cyber threats directed toward hardware will affect an increasing range of companies. For these companies, investing in a robust, open security solution will be less costly than deploying a proprietary system, if its hidden flaws cause customers harm, trigger costly product recalls, and damage their brand.

Three planets in habitable zone of nearby star: Gliese 667c reexamined

June 25, 2013 ? A team of astronomers has combined new observations of Gliese 667C with existing data from HARPS at ESO's 3.6-metre telescope in Chile, to reveal a system with at least six planets. A record-breaking three of these planets are super-Earths lying in the zone around the star where liquid water could exist, making them possible candidates for the presence of life. This is the first system found with a fully packed habitable zone.

Gliese 667C is a very well-studied star. Just over one third of the mass of the Sun, it is part of a triple star system known as Gliese 667 (also referred to as GJ 667), 22 light-years away in the constellation of Scorpius (The Scorpion). This is quite close to us -- within the Sun's neighbourhood -- and much closer than the star systems investigated using telescopes such as the planet-hunting Kepler space telescope.

Previous studies of Gliese 667C had found that the star hosts three planets with one of them in the habitable zone. Now, a team of astronomers led by Guillem Anglada-Escud? of the University of G?ttingen, Germany and Mikko Tuomi of the University of Hertfordshire, UK, has reexamined the system. They have added new HARPS observations, along with data from ESO's Very Large Telescope, the W.M. Keck Observatory and the Magellan Telescopes, to the already existing picture [1]. The team has found evidence for up to seven planets around the star [2].

These planets orbit the third fainter star of a triple star system. Viewed from one of these newly found planets the two other suns would look like a pair of very bright stars visible in the daytime and at night they would provide as much illumination as the full Moon. The new planets completely fill up the habitable zone of Gliese 667C, as there are no more stable orbits in which a planet could exist at the right distance to it.

"We knew that the star had three planets from previous studies, so we wanted to see whether there were any more," says Tuomi. "By adding some new observations and revisiting existing data we were able to confirm these three and confidently reveal several more. Finding three low-mass planets in the star's habitable zone is very exciting!"

Three of these planets are confirmed to be super-Earths -- planets more massive than Earth, but less massive than planets like Uranus or Neptune -- that are within their star's habitable zone, a thin shell around a star in which water may be present in liquid form if conditions are right. This is the first time that three such planets have been spotted orbiting in this zone in the same system [3].

"The number of potentially habitable planets in our galaxy is much greater if we can expect to find several of them around each low-mass star -- instead of looking at ten stars to look for a single potentially habitable planet, we now know we can look at just one star and find several of them," adds co-author Rory Barnes (University of Washington, USA).

Compact systems around Sun-like stars have been found to be abundant in the Milky Way. Around such stars, planets orbiting close to the parent star are very hot and are unlikely to be habitable. But this is not true for cooler and dimmer stars such as Gliese 667C. In this case the habitable zone lies entirely within an orbit the size of Mercury's, much closer in than for our Sun. The Gliese 667C system is the first example of a system where such a low-mass star is seen to host several potentially rocky planets in the habitable zone.

The ESO scientist responsible for HARPS, Gaspare Lo Curto, remarks: "This exciting result was largely made possible by the power of HARPS and its associated software and it also underlines the value of the ESO archive. It is very good to also see several independent research groups exploiting this unique instrument and achieving the ultimate precision."

And Anglada-Escud? concludes: "These new results highlight how valuable it can be to re-analyse data in this way and combine results from different teams on different telescopes."

[1] The team used data from the UVES spectrograph on ESO's Very Large Telescope in Chile (to determine the properties of the star accurately), the Carnegie Planet Finder Spectrograph (PFS) at the 6.5-metre Magellan II Telescope at the Las Campanas Observatory in Chile, the HIRES spectrograph mounted on the Keck 10-metre telescope on Mauna Kea, Hawaii as well as extensive previous data from HARPS (the High Accuracy Radial velocity Planet Searcher) at ESO's 3.6-metre telescope in Chile (gathered through the M dwarf programme led by X. Bonfils and M. Mayor 2003-2010.

[2] The team looked at radial velocity data of Gliese 667C, a method often used to hunt for exoplanets. They performed a robust Bayesian statistical analysis to spot the signals of the planets. The first five signals are very confident, while the sixth is tentative, and seventh more tentative still. This system consists of three habitable-zone super-Earths, two hot planets further in, and two cooler planets further out. The planets in the habitable zone and those closer to the star are expected to always have the same side facing the star, so that their day and year will be the same lengths, with one side in perpetual sunshine and the other always night.

[3] In the Solar System Venus orbits close to the inner edge of the habitable zone and Mars close to the outer edge. The precise extent of the habitable zone depends on many factors.

Afghan palace attack hurts peace talks

KABUL (Reuters) - Taliban militants attacked key buildings near Afghanistan's presidential palace and the U.S. CIA headquarters in Kabul, a brazen assault that could derail attempts for peace talks to end 12 years of war.

The Taliban, who have said they are willing to take part in talks with the United States and Afghan President Hamid Karzai's administration, said they launched the early morning assault, which triggered a 90-minute firefight.

A U.S. envoy was in Kabul on Tuesday to try to smooth the way forward for the stalled talks in the Gulf state of Qatar ahead of the pullout from Afghanistan of most of the NATO-led troops next year. He had been expected to meet reporters at the U.S. Embassy, but the conference was called off.

Karzai was also due to attend, but his whereabouts were not known. A palace official said he was safe.

A Reuters reporter at the palace said the attack began soon after 6.30 a.m. (10:00 p.m. EDT) when at least one man opened fire with an automatic rifle close to a gate to the palace in central Shash Darak district. The fighting was over before 8 a.m.

Reporters at the palace gates for security checks took cover when the firing started.

A senior government official told Reuters four or five attackers had used fake identify papers to try to make their way through security gates in the Shash Darak district, which leads to Kabul's most tightly guarded areas.

One car made it through, but a second vehicle was stopped and those inside began shooting. Grenades were thrown.

The area is home to the presidential palace compound, the Ministry of Defense and an annexe of the U.S. embassy at the old Ariana Hotel. The U.S. Central Intelligence Agency's Afghanistan station is based there.

Afghan forces and U.S. servicemen returned fire and explosions resounded through the area. Children walking to school were caught in the shooting, but escaped serious injury.

A thick plume of smoke was seen rising from the Ariana at the height of the exchanges.

One of the attackers was killed when he detonated a bomb on his body, the government official said, and three or four were killed by security forces. At least two Afghan security guards were killed.

The U.S. Ambassador to Afghanistan, Jim Cunningham, condemned the attack and called on the Taliban to once again commit to the nascent peace process in Doha.

"We remain steadfast in supporting the Afghan government and people against the scourge of terrorism and the violence directed against them," he said.

REJUVENATING PEACE TALKS

U.S. officials have been trying to rejuvenate peace talks in Qatar, thrown off course after rows last week over the opening there of a Taliban office.

The U.S. envoy appointed to help Kabul pursue peace with the Taliban, James Dobbins, arrived on Monday and met Karzai and the Afghan body intended to negotiate with the insurgents.

He told reporters that Washington was trying to determine if the Taliban were willing to engage in talks.

In claiming responsibility for the attack, the Taliban said it had targeted the presidential palace, the CIA office and the Defense ministry.

But Afghan security officials told Reuters they believed it had been carried out by the Taliban-linked Haqqani Network. The Haqqani Network is accused of masterminding high-profile attacks in Kabul and is believed to have close links to al Qaeda.

Adela Raz, a spokeswoman for Karzai, dismissed the suggestion that the palace had been under threat, saying any shooting had taken place far from the compound's walls.

The Defense ministry said the assault had been aimed at the Ariana.

In southern Afghanistan, a roadside bomb killed eight women, two children and an elderly man travelling in a minivan in southern Kandahar province on Tuesday, a spokesman for the Kandahar government said.

Telefonica selling 02 Ireland to Irish rival

(AP) ? Spain's debt-burdened Telefonica said Monday it is selling its 02 Ireland unit to Hutchison Whampoa in a potential 850 million euro ($1.1 billion) deal that would create a larger rival to Vodafone in Ireland's cellphone-hungry market.

The proposed sale to Hutchison Whampoa's Irish subsidiary, Three Ireland, requires regulatory approval. If authorized, the merged Three-02 company would start with a 37.5 percent market share and 2 million customers in Ireland, a country of 4.6 million. Vodafone's Irish division has 2.2 million customers.

The price includes 780 million euros in cash plus a potential deferred payment of 70 million euros that is conditional on the achievement of agreed financial targets.

Since entering the Republic of Ireland market in 2005, Three Ireland has been the distant No. 3 cellphone service provider to 02 and Vodafone with barely a 7 percent market share.

With unfortunate timing, Three's Irish networks for cell calls, texting and internet services all suffered a nationwide failure Monday shortly after its proposed 02 takeover was announced. Tens of thousands of Three customers were forced to roam services on to 02 or Vodafone signals. Three's system breakdown lasted more than four hours.

Three said this was its first such national service failure since 2005. It blamed a "transmission link failure" by its business partner Virgin Media.

Telefonica, Europe's second-largest telecommunications company behind Vodafone, bought the London-based 02 cellphone division from British Telecom in 2005 for 17.7 billion pounds ($31 billion). That deal included 02's Irish subsidiary.

But the Madrid telecoms giant soon found itself struggling to finance mounting debts that peaked at 56.3 billion euros in 2011. Telefonica said it hopes to trim its debts to below 47 billion euros this year.

Start your search by finding complimentary providers on LinkedIn, exploring small business sites, or looking for freelancing blogs where similar, but not competing, providers might be hanging out.

DO learn about the different ways of partnering with other providers.

Partnership doesn?t have to mean going into business together.

You can work with other providers under a referral agreement or set up a deal where you provide a service as part of their company ? but still retain your own clients. It all depends on what you and your potential partner decide to do.

Consider where you want to take your SEO copywriting business and then pick an option that works best for you.

DON?T jump into a partnership too soon.

Finding a good partnership is a lot like dating. You?re not going to run off to Vegas to get married the first night you go out. And if you do, you?re going to end up getting the partnership version of an annulment.

WikiLeaks: Snowden going to Ecuador

WASHINGTON (AP) ? Admitted leaker Edward Snowden took flight Sunday in evasion of U.S. authorities, seeking asylum in Ecuador and leaving the Obama administration scrambling to determine its next step in what became a game of diplomatic cat-and-mouse.

The former National Security Agency contractor and CIA technician fled Hong Kong and arrived at the Moscow airport, where he planned to spend the night before boarding an Aeroflot flight to Cuba. Ecuador's Foreign Minister Ricardo Patino said his government received an asylum request from Snowden, and the anti-secrecy group WikiLeaks said it would help him.

"He goes to the very countries that have, at best, very tense relationships with the United States," said Rep. Ileana Ros-Lehtinen, R-Fla., adding that she feared Snowden would trade more U.S. secrets for asylum. "This is not going to play out well for the national security interests of the United States."

The move left the U.S. with limited options as Snowden's itinerary took him on a tour of what many see as anti-American capitals. Ecuador in particular has rejected the United States' previous efforts at cooperation, and has been helping WikiLeaks founder, Julian Assange, avoid prosecution by allowing him to stay at its embassy in London.

Snowden helped The Guardian and The Washington Post disclose U.S. surveillance programs that collects vast amounts of phone records and online data in the name of foreign intelligence, but often sweeping up information on American citizens. Officials have the ability to collect phone and Internet information broadly but need a warrant to examine specific cases where they believe terrorism is involved.

Snowden has been in hiding for several weeks in Hong Kong, a former British colony with a high degree of autonomy from mainland China. The United States formally sought Snowden's extradition from Hong Kong but was rebuffed; Hong Kong officials said the U.S. request did not fully comply with their laws.

The Justice Department rejected that claim, saying its request met all of the requirements of the extradition treaty between the U.S. and Hong Kong.

During conversations last week, including a phone call Wednesday between Attorney General Eric Holder and Hong Kong Secretary for Justice Rimsky Yuen, Hong Kong officials never raised any issues regarding sufficiency of the U.S. request, a Justice spokesperson said.

A State Department official said the United States was in touch through diplomatic and law enforcement channels with countries that Snowden could travel through or to, reminding them that Snowden is wanted on criminal charges and reiterating Washington's position that Snowden should only be permitted to travel back to the U.S.

The Justice Department said it would "pursue relevant law enforcement cooperation with other countries where Mr. Snowden may be attempting to travel."

The White House would only say that President Barack Obama had been briefed on the developments by his national security advisers.

Russia's state ITAR-Tass news agency and Interfax cited an unnamed Aeroflot airline official as saying Snowden was on the plane that landed Sunday afternoon in Moscow.

Upon his arrival, Snowden did not leave Moscow's Sheremetyevo Airport. One explanation could be that he wasn't allowed; a U.S. official said Snowden's passport had been revoked, and special permission from Russian authorities would have been needed.

"It's almost hopeless unless we find some ways to lean on them," said Rep. Peter King, R-N.Y.

The Russian media report said Snowden intended to fly to Cuba on Monday and then on to Caracas, Venezuela.

U.S. lawmakers scoffed. "The freedom trail is not exactly China-Russia-Cuba-Venezuela, so I hope we'll chase him to the ends of the earth, bring him to justice and let the Russians know there'll be consequences if they harbor this guy," said Sen. Lindsey Graham, R-S.C.

With each suspected flight, efforts to secure Snowden's return to the United States appeared more complicated if not impossible. The United States does not have an extradition treaty with Russia, but does with Cuba, Venezuela and Ecuador. Even with an extradition agreement though, any country could give Snowden a political exemption.

The likelihood that any of these countries would stop Snowden from traveling on to Ecuador seemed unlikely. While diplomatic tensions have thawed in recent years, Cuba and the United States are hardly allies after a half century of distrust.

Venezuela, too, could prove difficult. Former President Hugo Chavez was a sworn enemy of the United States and his successor, Nicolas Maduro, earlier this year called Obama "grand chief of devils." The two countries do not exchange ambassadors.

U.S. pressure on Caracas also might be problematic given its energy exports. The U.S. Energy Information Agency reports Venezuela sent the United States 900,000 barrels of crude oil each day in 2012, making it the fourth-largest foreign source of U.S. oil.

"I think 10 percent of Snowden's issues are now legal, and 90 percent political," said Douglas McNabb, an expert in international extradition and a senior principal at international criminal defense firm McNabb Associates.

Assange's lawyer, Michael Ratner, said Snowden's options aren't numerous.

"You have to have a country that's going to stand up to the United States," Ratner said. "You're not talking about a huge range of countries here."

That is perhaps why Snowden first stopped in Russia, a nation with complicated relations with Washington.

Russian President Vladimir Putin is "aiding and abetting Snowden's escape," said Sen. Chuck Schumer, D-N.Y.

"Allies are supposed to treat each other in decent ways, and Putin always seems almost eager to put a finger in the eye of the United States," Schumer said. "That's not how allies should treat one another, and I think it will have serious consequences for the United States-Russia relationship."

It also wasn't clear Snowden was finished with disclosing highly classified information.

"I am very worried about what else he has," said Rep. Loretta Sanchez, a California Democrat who sits on the House Homeland Security Committee.

Sen. Dianne Feinstein, the chairwoman of the Senate Intelligence Committee, said she had been told Snowden had perhaps more than 200 sensitive documents.

Ros-Lehtinen and King spoke with CNN. Graham spoke to "Fox News Sunday." Schumer was on CNN's "State of the Union." Sanchez appeared on NBC's "Meet the Press." Feinstein was on CBS' "Face the Nation."

What's the point of jogging in the rain and then doing laundry when the sun comes out? Or maybe you like to run in the rain because it cools you off. When you figure out your plan you can share it to Facebook or Twitter. The app design is appealing, but it still seems kind of time consuming to add the fine details of each activity. On the other hand, if there's something you do once in a while under certain conditions, like clean your gutters, it could be a worthwhile thing to check. GOP basic strategy for 2016 looks deeply unsettled

WASHINGTON (AP) ? The Republican Party's road map for winning presidential elections looks hazier than ever as GOP lawmakers and others reject what many considered obvious lessons from Mitt Romney's loss last year.

House Republicans are rebelling against the key recommendation of a party-sanctioned post-mortem: embrace "comprehensive immigration reform" or suffer crippling losses among Hispanic voters in 2016 and beyond.

Widespread rejection of warnings from establishment Republicans goes beyond that, however. Many activists say the party simply needs to articulate its conservative principles more skillfully, without modifying any policies, even after losing the popular vote in five of the past six presidential elections.

Despite Romney's poor showing among female voters, House Republicans this past week invited renewed Democratic taunts of a "war against women" by passing the most restrictive abortion measure in years.

Despite corporate fears of the economic damage that would result from a default on U.S. obligations, GOP lawmakers are threatening to block an increase in the government's borrowing limit later this year if President Barack Obama won't accept spending cuts he staunchly opposes.

Republicans have lots of time to sort out their priorities and pick a nominee before 2016. They may need it.

Party activists appear far from agreed on even basic questions, such as whether to show a more conservative face to voters versus a moderate face, and whether to seek a libertarian-leaning, tea party-backed nominee as opposed to a more traditional Republican such as Romney.

"There are pretty vigorous debates going on within the party," said Kevin Madden, a top Romney adviser.

The most immediate one centers on the only major policy recommendation from a party-commissioned report written after Romney's defeat. Citing dismal showings among the fast-growing Hispanic electorate, the report said Republicans "must embrace and champion comprehensive immigration reform. If we do not, our party's appeal will continue to shrink to its core constituencies only."

Many Republicans flatly reject the advice.

"If the goal of it is to try to fix presidential politics, I think it's the wrong thing to do," said Rep. James Lankford, R-Okla. He and many other House Republicans say the best way to attract Hispanics is with the basic conservative pitch used elsewhere: less government, low taxes, personal freedom.

But Sen. Lindsey Graham, R-S.C., said these Republicans are fooling themselves. If Hispanics "think you really are going to deport their grandmother and you've got a hard heart about this kind of stuff," Graham said, "your economic ideas don't resonate."

"It's impossible winning the presidency getting 27 percent of the Hispanic vote, 30 percent of the Asian vote and 7 percent of the African-American vote," Graham said. "America is changing."

Actually, Romney did slightly worse. He won 26 percent of the Asian-American vote and 6 percent of the black vote. He did best among older white voters, a steadily declining share of the electorate.

Many Republicans say their biggest presidential problems involve tone and perceptions, not their stands on issues. If GOP Senate candidates avoid saying incendiary things, such as pregnancies don't result from "legitimate rape," the party's appealing economic message can break through and thrive, these Republicans say.

Last November, "a huge chunk of our problem was tone and temperament," said Mike McKenna, a Republican consultant and pollster. Obama's team also did a far better job of identifying and contacting potential supporters, he said.

"A much, much smaller part of the problem was policy," McKenna said. "It's not like we're the Whig party on the verge of extinction," he said, so there's no need for panic.

Opinion polls tend to support his view that perceptions are hurting Republican candidates more than policy positions are. A Pew Research Center poll in May found that those surveyed gave neither party an advantage on handling gun control, immigration or the economy.

In general terms, however, people view Republicans less favorably than they do Democrats. A Quinnipiac University poll conducted this spring found that 53 percent of registered voters felt the Democratic Party "cares about the needs and problems of people like you," while just 37 percent said the GOP did.

Republican strategist Steve Lombardo said the party needs to change its tactics and messaging, not its underlying principles. The problem, he said, is not "that the party is conservative, but rather that it spends too much time on issues that are not salient to a wide swath of Americans." That includes, Lombardo said, "dozens of House votes to overturn Obamacare with no hope of Senate passage."

Tea party activists say Republican candidates should push conservative values even more forcefully.

"Stop compromising," said Jessica Johnson, 37, of Charleston, W.Va., who attended a political rally this past week in Washington. "Some conservatives get frustrated and stay home" on Election Day, she said, so an unapologetic defense of low taxes and less regulation could improve GOP presidential chances.

From a presidential campaign standpoint, motivating the party's base is only half the battle, said Dan Schnur, a former top Republican aide who teaches political science at the University of Southern California. The other half, he said, is attracting centrist voters who determine general elections in crucial states.

But a Republican House member who reaches out to moderate voters could invite a challenge from the right in his next GOP primary, Schnur said. "Doubling down on social conservatism is a perfect strategy for maintaining or expanding a House majority," he said, but it won't win the up-for-grabs voters a presidential nominee must have.

Some Republican strategists say it's counterproductive to try to reconcile House members' ambitions with those of presidential contenders. A successful presidential candidate "must differentiate himself from the very toxic GOP congressional brand," said Steve Schmidt, a top aide to the 2008 Republican presidential nominee, Arizona Sen. John McCain.

Schmidt said the most promising GOP contender will probably be a governor or "an iconoclast senator" who is seen as standing apart from Washington's partisan gridlock that so angers voters.

Some Democrats ask why they should save Republicans from questionable decisions such as blocking immigration changes.

Snapchat has a patent, ?Single mode visual media capture,? on its technology that allows the user to take a picture by tapping the camera button and a video by holding down the same camera button. Photos are simply taken by the tap, and videos end when you release the camera button, or after ten seconds.

The day before Lifetime began filming "Jodi Arias: Dirty Little Secret," its true crime movie about the Jodi Arias case, the now-convicted murderer shocked everyone by taking the stand at her trial. As Arias regaled the jury and public for 18 days with the minute details of her life and intimate relationship with Travis Alexander, the ex-boyfriend she killed, the movie's writers realized they could no longer end their story as they'd planned -- in a police interrogation room with Arias denying she'd even been at the scene.

As real life played out in a Mesa, Ariz., courtroom, it "was just too dramatic," to gloss over, said Arturo Interian, vice president of original movies for Lifetime Networks and A&E Networks. "To have [prosecutor] Juan Martinez suddenly becoming a hero in the public's eyes. And Jodi, now the villain of villains, going at it with Juan on the stand for multiple days?she was lying; he didn?t believe a word. He's nailing her and confronting her on her contradictions. You could not stop watching that. There's no way we could leave it out."

What to include and exclude in a true crime movie can be tricky business, especially when the case is not over. Legally, writers, producers and executives are bound by some of the facts as they reveal themselves in court but that doesn't mean that a movie has to wait to be made until all is said and done or that writers can't fill in the blanks. It depends on the point of the view the film is taking.

Lifetime's Arias film premieres Saturday at 8 p.m. -- the network began developing the movie 15 months ago, when no one expected the trial to last as long as it did or for the defendant to spend as much time trying to sell her self-defense claims. It put Jace Alexander, who was directing his first true crime movie, in the position of balancing artistic license with a story that was playing out in front of the world and simultaneously impacting real people. Her conviction meant that legally, producers could show her killing Alexander; without it, they would have had to focus on their rocky relationship and leave the conclusions to the audience.

"We are taking moments where no one knows or had access to the private closed-door moments of these people and imagining ourselves what happened," said Alexander who is not related to the victim. ?The minute that happens, we can't be held accountable for what other people think might be the truth. But there were a lot of facts we were privy to and we were faithful to those facts. Although I have nothing but the most respect for these people who have been living through this horrible tragedy, at the same time, we had to construct a narrative that may or may not sit well with them."

It was a first for Alexander but not for a network that built its brand when it seized on a gap left by the broadcast networks when they stopped making made-for-TV movies. Writer Teena Booth, who has written about 30 non-fiction movies, including Lifetime?s second biggest true crime hit, ?Drew Peterson: Untouchable,? says real life can get in the way of telling the story?even when the case is long over.

When she was writing a Lifetime movie that aired in 2008 about the murder of Las Vegas casino magnate Ted Binion, the court overturned the conviction of his girlfriend, Sandra Murphy, sending Booth into frantic re-write mode because she could no longer show Murphy killing Binion. Last year, as she wrote ?Fatal Honeymoon,? about Tina Watson, the newlywed wife who died while diving on her Australian honeymoon, the case against her husband was dismissed, though he had pleaded guilty to manslaughter in Australia.

?Those are real hair pullers,? Booth said. ?You can lose sleep. I am very committed to telling the truth as I understand it and what my research is showing. About 95% of the stories are pretty clear?you?re pretty sure that Jodi Arias did that. With Drew Peterson, I never had a doubt in my mind even though we were making the movie before he was convicted. But something like the Watson case is very ambiguous and there are many passionate conversations along the way with the network, producers and directors. Everyone wants to do the right thing and we also want to make a good movie.?

As a true crime writer, Booth researches her cases and follows a storytelling formula but her job is to dig beyond the facts and address a question that often is left answered in court?why? Trial watchers can surmise, for example, that Arias acted out in a jealous rage or that Peterson felt he owned his wife, but no one will ever know unless the murderers decide to reveal it. When preparing for a script, Booth reads whatever material she can find, but she also travels to where the crime occurred and interviews people who know the major players.

?My job is to understand the emotional content,? she said. ?I want to know who this person was. I feel a huge sense of responsibility toward the people I talk to because they?re sitting there telling me some of the most awful moments of their life, some of the most terrible things that have ever happened to them.?

Booth said she?s relieved not to have been charged with writing the Jodi Arias story because some stories ?are too upsetting too tackle.? When she wrote ?Amish Grace? for Lifetime about the 2006 Amish school shooting in Pennyslvania, Booth said she was on ?an emotional tear? for two months because it involved small children.

?Drew Peterson was a larger-than-life figure,? she said. ?You could keep a certain emotional distance from him because he?s like a clown. But Jodi Arias, there?s something more disturbing about her. She has this really dark side. It gives you a little bit of the creeps.?

At times, the horror of Arias' actions also got to Alexander who knew nothing about the case when he decided to direct his first Lifetime movie. The director opted to show the extreme violent nature of Arias? actions in spite of how difficult they are to even fathom because of what the horror reveals about the woman behind it.

?This man was brutally murdered and he shouldn?t have been and there are some deep emotions because of that,? Alexander said. ?There were 29 stab wounds and a gunshot and I felt it would be dishonest for me to just clip that and move forward. I want to show that it?s not OK. It?s hard for me to watch. I want people to watch this movie but you may need to cover your eyes a little bit.?

Those who followed the trial won?t be surprised by the gruesomeness of the murder, but critics have questioned whether Lifetime should be airing the movie so soon after the trial ended, especially because the sentencing portion has to be redone and the victim?s family will have to live through it again.

?When a story is as exposed in the public as this one, I feel like it?s open for people to interpret an artistic approach to these people because they are now in the public eye,? Alexander said. ?Whether that is fair or not, I?m still wrestling with. And believe me, I feel it. I?m not entirely comfortable with it at all.?

Booth said she?s never received a single complaint; in fact, often the families of the victims thank her for telling their story. ?I?ve never had a family come at me and say that it was horrible and they feel exploited,? she said. ?If that did happen, it would hurt. I would feel terrible.?
