U.S. gun support runs far deeper than politics

BRYAN, Texas (AP) ? Adam Lanza's mother was among the tens of millions of U.S. gun owners. She legally had a .223-caliber Bushmaster rifle and a pair of handguns, which her 20-year-old son used to kill 20 children and six adults in 10 minutes inside a Connecticut school.

In the raw aftermath of the second-worst school shooting in U.S. history, countless gun enthusiasts much like Lanza's mother complicate a gun-owning narrative that critics, sometimes simplistically, put at the feet of a powerful lobby and caricatured zealots. More civilians are armed in the U.S. than anywhere else in the world, with Yemen coming in a distant second, according to the independent Small Arms Survey in Geneva.

Take Blake Smith, a mechanical engineer who lives near Houston and uses an AR-15 style rifle in shooting competitions.

Texas Gov. Rick Perry, who famously claimed to have shot a coyote while jogging with a pistol holstered to his running shorts, has signed a half-dozen certificates applauding Smith as one of the state's top marksmen. "But I won't call myself a fanatic," said Smith, 54, whose father first let him handle a gun around age 6.

"I sit at a desk all day. And when I get out to the range, I don't hear any gunfire going on," said Smith, who likens his emotional detachment to his guns to the way he would feel about a car or any other machine. "I'm so intent on my sight alignment, my trigger pull, my position. I don't worry about anything. I don't think about anything. It's relieving. It's therapeutic. Everybody has to have their Zen."

Since the school shooting, President Barack Obama has asked for proposals on reducing gun violence that he can take to Congress in January, and he called on the National Rifle Association, the country's most powerful gun-rights organization, to join the effort.

Gun laws in the U.S. vary from state to state ? for instance, as of last month it is now legal to carry a gun in public view in Oklahoma ? and are defended by the firearms industry and the NRA. On Friday, the NRA broke a weeklong silence since the Connecticut massacre by calling for armed volunteers at public schools, prompting criticism from many quarters.

But in the U.S., gun-control advocates are up against a sizeable bloc of mainstream Americans for whom guns are central to their lives, whether for patriotism or personal sense of safety, or simply to occupy their spare time.

Dave Burdett, who owns an outdoors and adventure shop across the street from the sprawling Texas A&M University campus in College Station, says his affinity for guns is rooted in history, not sport.

"It isn't about hunting. Everyone says, 'Well, I can understand having a sporting rifle, but not an AR-15," Burdett said. "But wait a second ? the idea of the Second Amendment was to preserve and protect the rights of individuals to have those guns."

"Remember that the (American) revolution was fought by citizen soldiers," he added. "To this day, that's one of the cornerstones of our military defense. We have an all-volunteer military."

An NRA poster picturing a bald eagle is taped to the glass door of his office. He started as a lawyer, dabbling in everything from commercial land to trying to block the deportation of an illegal immigrant, before seguing into selling guns.

When his daughter graduated with a business degree from Texas A&M, Burdett figured she would move somewhere cosmopolitan like Dallas and work in a downtown high-rise. She instead went to work in the store, built her own AR-15 out of spare parts and used it to join what her father described as the "let's-go-pig-hunting-tonight circuit." Those feral hog hunts often include high-powered rifles as well as night-vision goggles.

"The other thing is, shooting is fun. It really is," Burdett said.

Many think so. Smith, the mechanical engineer, said that includes teenage girls. At national shooting competitions, Smith has run into a group of girls around 13 or 14 years old who call themselves "The Pink Ladies," firing high-powered rifles at targets. He also recalls meeting Australians, whose country bans guns, who told him, "I love to shoot, so I'm going to the U.S."

Others add safety to the list of reasons for allowing people easy access to guns.

"To me it's obvious ? the more people that have guns, or at least in their homes, it's more of a criminal deterrent," said Bill Moos, a local taxidermist in the small town of Bryan, near College Station. Moos, who owns more than 30 guns, can be spotted any given morning, prowling his roughly 40-acre (16-hectare) ranch with his dogs and a shotgun slung over his shoulder.

He tells a story of standing in the post office one day and hearing about a suspect driving around, wanted by the police. He thought of the woman behind the counter near him.

"My first thought was, 'How are you going to protect yourself?' Does she have a gun, in case someone tries to rob her?" he said. "It's the first thing you think of: How are you going to defend yourself?"

On the television in the corner of his workshop, above a stuffed gray fox and a clutch of animal jawbones dangling on a ring like a set of keys, Obama is holding his first press conference since the Connecticut tragedy. He's promising to send Congress legislation tightening gun laws and urging them to reinstate a ban on military-style assault weapons, like the one used by Lanza.

Moos turns down the volume.

"I guess it's something you get used to," he said of guns. "That you grow up around, and you enjoy them, and you accept the fact that you can own. It's a privilege. It's a whole different way of life. I guess I don't need three pick-ups and a Corvette. But I have them."

WASHINGTON (AP) ? U.S. holiday retail sales this year grew at the weakest pace since 2008, when the nation was in a deep recession. In 2012, the shopping season was disrupted by bad weather and consumers' rising uncertainty about the economy.

A report that tracks spending on popular holiday goods, the MasterCard Advisors SpendingPulse, said Tuesday that sales in the two months before Christmas increased 0.7 percent, compared with last year. Many analysts had expected holiday sales to grow 3 to 4 percent.

In 2008, sales declined by between 2 percent and 4 percent as the financial crisis that crested that fall dragged the economy into recession. Last year, by contrast, retail sales in November and December rose between 4 percent and 5 percent, according to ShopperTrak, a separate market research firm. A 4 percent increase is considered a healthy season.

Shoppers were buffeted this year by a string of events that made them less likely to spend: Superstorm Sandy and other bad weather, the distraction of the presidential election and grief about the massacre of schoolchildren in Newtown, Conn. The numbers also show how Washington's current budget impasse is trickling down to Main Street and unsettling consumers. If Americans remain reluctant to spend, analysts say, economic growth could falter next year.

In the end, even steep last-minute discounts weren't enough to get people into stores, said Marshal Cohen, chief research analyst at the market research firm NPD Inc.

"A lot of the Christmas spirit was left behind way back in Black Friday weekend," Cohen said, referring to the traditional retail rush the day after Thanksgiving. "We had one reason after another for consumers to say, 'I'm going to stick to my list and not go beyond it.'"

Holiday sales are a crucial indicator of the economy's strength. November and December account for up to 40 percent of annual sales for many retailers. If those sales don't materialize, stores are forced to offer steeper discounts. That's a boon for shoppers, but it cuts into stores' profits.

Last-minute shoppers like Kris Betzold, of Carmel, Ind., embraced discounts that were available before Christmas.

"We went out yesterday, and I noticed that the sales were even better now than they were at Thanksgiving," said Betzold Monday while shopping at an upscale mall in Indianapolis. Betzold, who said the sluggish economy prompted her and her husband to be more frugal this year, noted that she saved about $25 on a Kindle Fire she found at Best Buy.

Spending by consumers accounts for 70 percent of overall economic activity, so the eight-week period encompassed by the SpendingPulse data is seen as a critical time not just for retailers but for manufacturers, wholesalers and companies at every other point along the supply chain.

The SpendingPulse data include sales by retailers in key holiday spending categories such as electronics, clothing, jewelry, luxury goods, furniture and other home goods between Oct. 28 and Dec. 24. They include sales across all payment methods, including cards, cash and checks.

It's the first major snapshot of retail sales during the holiday season through Christmas Eve. A clearer picture will emerge next week as retailers like Macy's and Target report revenue from stores open for at least a year. That sales measure is widely watched in the retail industry because it excludes revenue from stores that recently opened or closed, which can be volatile.

Despite the weak numbers out Tuesday, retailers still have some time to make up lost ground. The final week of December accounts for about 15 percent of the month's sales, said Michael McNamara, vice president for research and analysis at MasterCard Advisors SpendingPulse. As stores offer steeper discounts to clear some of their unsold inventory, they may be able to soften some of the grim results reflected in Tuesday's data.

Still, this season's weak sales could have repercussions for 2013, he said. Retailers will make fewer orders to restock their shelves, and discounts will hurt their profitability. Wholesalers, in turn, will buy fewer goods, and orders to factories for consumer goods will likely drop in the coming months.

In the run-up to Christmas, analysts blamed the weather and worries about the "fiscal cliff" for putting a damper on shopping. Superstorm Sandy battered the Northeast and mid-Atlantic states in late October. Many in the New York region were left without power, and people farther inland were buried under feet of snow. According to McNamara, the Northeast and mid-Atlantic account for 24 percent of U.S. retail sales.

Buying picked up in the second half of November as retailers offered more discounts and shoppers waylaid by the storm finally made it into malls, he said.

But as the weather calmed, the threat of the "fiscal cliff" picked up. In December, lawmakers remained unable to reach a deal that would prevent tax increases and government spending cuts set to take effect at the beginning of 2013. If the cuts and tax hikes kick in and stay in place for months, many economists expect the nation could fall back into recession.

The news media discussed this possibility more intensely as December wore on, making Americans increasingly aware of the economic troubles they might face if Washington is unable to resolve the impasse. Sales never fully recovered, Cohen said.

The results were weakest in areas affected by Sandy and a more recent winter storm in the Midwest. Sales declined by 3.9 percent in the mid-Atlantic and 1.4 percent in the Northeast compared with last year. They rose 0.9 percent in the north central part of the country.

The West and South posted gains of between 2 percent and 3 percent, still weaker than the 3 percent to 4 percent increases expected by many retail analysts.

Online sales, typically a bright spot, grew only 8.4 percent from Oct. 28 through Saturday, according to SpendingPulse. That's a dramatic slowdown from the online sales growth of 15 to 17 percent seen in the prior 18-month period, according to the data service.

Online sales did enjoy a modest boost after the recent snowstorm that hit the Midwest, McNamara said. Online sales make up about 10 percent of total holiday business.

Syria crisis envoy Brahimi to visit Damascus soon: source

CAIRO (Reuters) - International envoy Lakhdar Brahimi will visit Syria in the next few days and is expected to meet President Bashar al-Assad, government officials and some opposition factions, a source in the Arab League said.

The source, who asked not to be named, told Reuters no date for such a visit had been announced but said he expected it would be "during the coming few days".

A revolt against four decades of rule by Assad's family has now run for 21 months, killing more than 40,000 people.

"Lakhdar Brahimi's team does not want to announce the time of the visit too early, perhaps for logistical or security reasons," he said.

Russian Foreign Minister Sergei Lavrov said in remarks published on Saturday that Brahimi, appointed as envoy by the Cairo-based Arab League and United Nations, would also visit Russia before the end of the year. Lavrov did not give a specific date.

Japan downbeat on economy, but says not getting worse

TOKYO (Reuters) - Japan's government kept its view of the economy unchanged in December, snapping a four-month-long run of downgrades that was the longest such sequence since the 2008-09 financial crisis, but warned the overall economic environment remained sluggish.

In its monthly assessment of the economy, it said that while weakness would remain for now, a recovery from Japan's fourth recession since 2000 was expected as domestic demand picks up on the back of reconstruction spending following last year's earthquake and an improvement in the global economy.

The report came a day after the Bank of Japan delivered its third shot of monetary stimulus in four months, as it faces growing pressure from incoming Prime Minister Shinzo Abe for bolder action to beat deflation.

The government's cautious assessment may pile even more pressure on the central bank for further policy easing measures. The bank signaled setting a higher inflation target at its next meeting in January, when a new government will be in place.

"There are some bright spots here and there, but overall, the economy remains weak and we can't be optimistic," a Cabinet Office official in charge of compiling the report said in a cautious assessment of the world's third-largest economy.

"Companies, especially manufacturers, continue to operate in a tough environment and their profits are sluggish, with a drop in exports weighing on production and business sentiment."

The report warned that lingering uncertainty over the U.S. "fiscal cliff" budget crisis, the euro zone debt problems and a slowdown in China remained major downside risk factors.

Policymakers were also concerned that a weak manufacturing sector would hurt the broader economy as companies cut wages and delay investment, keeping the pressure on for easing steps from the Bank of Japan to compensate.

A correction to the downtrend in car and electric equipment manufacturing was behind an improvement in the assessment of industrial output. A downtrend in private consumption slowed as well and the view was revised up for the first time in seven months.

"It's not like we're seeing a huge improvement in manufacturing, but the downtrend in production of cars and electric equipment used in smartphones and tablets has paced down slightly," a Cabinet Office official said.

These factors were offset by a continuing slump in exports in the face of the global slowdown and further deterioration in capital spending plans on weak demand in overseas markets, adding to evidence that any rebound from recession early next year could be weak.

The government also cut its view of corporate profits, saying that they are flattening further, mainly among manufacturers. It did not change its assessment of bankruptcies and the employment situation.

Japan's economy outperformed most of its Group of Seven peers at the start of the year on robust spending by consumers and reconstruction following the devastating earthquake and tsunami in March 2011.

But the economy contracted for a second straight quarter in July-September, meeting the rule-of-thumb definition of a recession, and analysts expect another contraction in the final three months of this year.

Armchair science: Bag and tag glowing galactic clouds

Dec. 20, 2012 ? A new galactic game launches today that lets citizen scientists identify the glowing clouds where future stars will be born. The online experience, called Clouds, is a new addition to the Milky Way Project, where everyone can help astronomers to sort and measure our galaxy. Clouds features images and data from NASA's Spitzer Space Telescope and the Herschel Space Observatory, a European Space Agency mission with important participation from NASA.

In the rapid-fire game, players gauge whether a targeted section of a presented image is a cloud, a "hole" -- an empty region of space -- or something in between. The cataloging of these snapshots of the local cosmos will help astronomers learn more about the architecture and character of our home galaxy, the Milky Way.

The organizers of Clouds encourage astronomy enthusiasts to start playing now because with enough participation, important insights into the Milky Way could come as soon as early next year.

"We're really excited to launch Clouds and see results back from our giant volunteer team of amateur scientists," said Robert Simpson, a postdoctoral researcher in astronomy at Oxford University, England and principal investigator of the Milky Way Project. "We think the community can blast through all these data fairly quickly. We may even be done by the spring and that would be an amazing result for citizen science."

Clouds joins its predecessor Milky Way Project game, Bubbles, as one of the many "crowdsourced" efforts underway at Zooniverse, home to the Internet's biggest and most popular online citizen science projects.

The crowdsourcing concept involves having a lot of people evaluate the same image or pieces of data. A consensus decision on some aspect of the image is then reached through the collective "wisdom of crowds." Crowdsourced citizen science becomes especially important when humans can do a better job at analyzing images or objects than a computer can. The Clouds game is an example of just such an exercise in which eyeballs and brains beat out cameras and computer algorithms.

The goal of Clouds is to tag the dense, cold cores of gas and dust known as infrared dark clouds. These clouds collapse under their own gravity and then burst forth as new stars. An empty region of space, however, can look rather like one of these dark clouds and deceive a computer accordingly. "Automated routines have tried to decide which of these objects are holes and which are true infrared dark clouds, but the task is often tricky and it takes a human eye to decide," said Simpson.

Clouds combines infrared observations from Herschel and Spitzer to reveal cool clouds and holes throughout the Milky Way's disk. The Herschel data, at a wavelength of 250 microns, appears in yellow throughout the game. The Spitzer data, at 8 microns, is rendered in blue.

Together with its companion Bubbles game, Clouds serves as another example of how Zooniverse makes cutting-edge scientific investigation freely available to the general public. "Citizen science through Zooniverse has been a real boon to research in fields ranging from astronomy to biology to history," noted Simpson. "We feel very fortunate to be able to send science work out to computer, tablet and smartphone screens and for people to collaborate with us in a quest to better understand our universe."

The director of the Vatican Observatory dismissed talk of a Mayan doomsday on Dec. 21, 2012, saying that the end of the Earth, if it happens, is billions of years away.

Why NASA agrees with The Vatican: There is no 12-21-12 Mayan doomsday

But while the idea that Earth could be shattered into a billion pieces by some sort of interplanetary cataclysm has worried millions of people around the world, the Holy See's chief astronomer suggests that life as we know it is unlikely to come to an end quite so soon.

In an editorial in the Vatican's official daily newspaper, L'Osservatore Romano ? in an issue whose front-page article was entitled??The end is not nigh ? at least for now? ? Rev. Jose Gabriel Funes, the?director of the Vatican Observatory, criticized "pseudo-prophecies" about the end of the Universe.??

?In the media and on the internet there is a great deal of talk of the end of the world, which the Mayan calendar supposedly?predicted for Dec 21. If you do a search on Google, you get 40 million results on the topic,? wrote Father Funes, a Jesuit priest from Argentina.

A 5,125-year cycle known in the Mayan calendar as the Long Count comes to an end on Friday and has been widely interpreted by cultists, New Age disciples, and believers in the esoteric as heralding the destruction of the planet.

But in a lengthy discourse on astronomy and Christian belief, he said it was ?not even worth discussing the scientific basis of these claims."

He acknowledged that the universe was slowly expanding, but that the destruction of the Earth ? if it ever happens ? will not occur for billions of years.

In any case, he said, Christians subscribe to the ?fundamental conviction that death is not the last word.?

Four hundred years after the Roman Catholic Church put Galileo on trial for heresy based on his belief that the Earth revolved around the Sun and not the other way round, the Vatican is rather more forgiving of the science of astronomy.

Its observatory is at Castel Gandolfo, the summer residence of the pope, which lies in the hills outside Rome. One of the oldest astronomical research institutes in the world, it also has a research facility hosted by the Steward Observatory at the University of Arizona in Tucson.

Funes, who has a master?s degree in astronomy from the National University of Cordoba in Argentina as well as degrees in philosophy and theology, was made director of the observatory in 2006.

He has not been reluctant to take modern science into account when considering religious tenets. In an interview in 2008, he said it was possible that intelligent forms of life could exist on other planets in the solar system.

Aliens would still be God?s creatures, he said, in an article in L?Osservatore Romano headlined?"The extraterrestrial is my brother." The notion did not necessarily contradict the teachings of the Catholic Church, he said, arguing that to dismiss the possibility of alien life would be to underestimate God?s creative powers.

UBS admits fraud in $1.5 billion Libor rigging settlement

ZURICH (Reuters) - Swiss bank UBS was hit with a $1.5 billion bill and admitted to fraud on Wednesday in order to settle charges of manipulating global benchmark interest rates.

The penalty agreed with U.S., UK and Swiss regulators is more than three times the $450 million fine levied on Britain's Barclays in June for rigging the Libor benchmark rate used to price financial contracts around the globe.

It is the second-largest fine paid by a bank and comes a week after Britain's HSBC agreed to pay the biggest ever penalty - $1.92 billion - to settle a probe in the United States into laundering money for drug cartels.

"We deeply regret this inappropriate and unethical behavior. No amount of profit is more important than the reputation of this firm, and we are committed to doing business with integrity," UBS Chief Executive Sergio Ermotti said in a statement disclosing the extent of the wrongdoing, which took place over six years from 2005 to 2010.

UBS said it will pay $1.2 billion to the U.S. Department of Justice (DoJ) and the Commodity Futures Trading Commission (CFTC), 160 million pounds to the UK's Financial Services Authority and 59 million Swiss francs from its estimated profit to Swiss regulator Finma.

The FSA said at least 45 people were involved in the rigging, which took place across a range of Libor currencies.

A similar admission by Barclays in June touched off a political firestorm that forced its chairman and chief executive to quit.

The Libor benchmarks are used for trillions of dollars worth of loans around the world, ranging from home loans to credit cards to complex derivatives.

Tiny shifts in the rate, compiled from daily polls of bankers, could benefit banks by millions of dollars. But every dollar a bank benefited meant an equal loss by a bank, hedge fund or other investor on the other side of the trade - raising the threat of a raft of civil lawsuits.

The steep fine for UBS is despite the bank, since 2011, cooperating with law-enforcement agencies in their probes. The bank said it received conditional immunity from some regulators.

UBS has had a tough 18 months after suffering a $2.3 billion loss in a rogue trading scandal, management upheaval and thousands of job cuts.

Having said that, here is my .002 cents (adjusted for inflation)

Eric Sprott says gold was the investment for the last decade, silver will be the investment of the next decade. Historic gold to silver price ratios are around 16 to 1, current silver mining ratios are around 7 to 1 and silver is becoming harder to economically extract out of the ground (mining is long past it's peak.) According to today's arguably manipulated markets, gold silver ratios (GSR) are around 50 to 1. If the world decides fiat is not the way to go (which is showing signs of support due to currency easing around the world) we could see a major correction in the price of silver if the world goes back to a gold based monetary system.

All the above in combination with possible silver downward price manipulation by the fed and bullion banks may cause silver to be the buy of the decade. Many may say I am a conspiracy theorist, to them I say "to each his own"

There is plenty of evidence to support my theory of Silver price manipulation.

1. The fed has sold all of it's strategic silver asset holdings long ago.

2. Silver has been going down in value as the dollar is debased to create the illusion of no investment value and to prop up the perceived value of the dollar.

3. Worldwide demand for silver is increasing as southeast Asia see's it's true value as an investment and a way to protect wealth.

4. The major holder of bullion on the COMEX is JP Morgan, they benefit by holding a short position on silver and harvest great hoards of wealth by hedging this short position and making low PoS happen with algorithms.

5. There is not enough physical silver on the COMEX to cover the amount of ETF (paper silver) in event of a physical silver delivery crisis.

6. Eventually silver will not be able to be manipulated any lower and a limited supply of physical (thanks to stackers like me) will cause a delivery default on the COMEX. This will cause an asset bubble to form as the banks call force majeure (default on physical silver delivery)

IMO after we see a huge price increase and then an asset bubble pop in physical silver, the price will eventually find it's true free market value which will be closer to it's historic GSR.

DON?T just pick up whatever?s the most popular or critically lauded.?

Yes, you want to check reviews. But no, you don?t want to grab whatever?s on the top of the list and call it a day. Technology is not ?one size fits all,? and everyone has differing tastes and requirements. So?

DO think about the recipient?s personality or needs.?

Consider your loved one?s situation. For instance, if he or she is tech-challenged, you?ll want a gadget that?s super simple to use over another complicated one, even if it does have more features.

DO gift your old gadgets? but not for the holidays.?

So what do you do with that old phone now that you?ve upgraded? Well, unless you want to look like a cheapskate, you certainly don?t slap a bow on it and stick it under the tree. While legacy devices are great to pass along to someone who?d still use them, it?s tacky to give them as holiday presents.

The only exception is if you?re cash-strapped and your kid is too young for an expensive current model. Otherwise save the leftovers for later.

DON?T overlook age-appropriateness.?

This one?s a no-brainer: So you know digital cameras are on the menu, but maybe a DSLR might be too much for Grandpa. Or a pricey point-and-shoot shouldn?t land in the mud-happy hands of your young cousin, who?d do better with a best buy from Toys ?R? Us instead of Best Buy.

Gift-giving themes can be fun, but make sure the presents are appropriate for the age, ability or lifestyle of the recipient.

DO bundle a device with accessories or app gift cards.?

If there?s a little left in your shopping budget, why not splurge on some extras and make it a merry occasion for that lucky gift-getter? Nothing says ?Wow!? than breaking open a bundle of techtastic awesome.

DON?T keep friends and family in the dark about your plans.

First of all, you want to head off the possibility of duplicated gifts. Second, if he or she is already thinking about splurging for a phone, tablet, heart-rate monitor or whatever that you already bought and wrapped, you?ll need some back-up help ? people who can discourage the person from buying that right now and making your gift redundant.

Third, your loved ones may kick in and pick up some other bits that would go well with your device or bundle, making for an even more tricked-out feat of gift-giving.

Like with any other presents, a little thought goes a long way with gadget gifts. After all, if you didn?t care, you?d be giving a pair of socks or a dried-out dime-store fruitcake. But you decided on a device, accessory or software, hoping to thrill someone with your tech-savvy and generosity.

Former Sac. mayor's aide accused of stealing money is arrested

SACRAMENTO, CA - A former Sacramento mayor's city council operations manager was arrested Tuesday in connection to using public money for personal use.

Belisa Serna-Mayorga was accused of using a city credit card for personal use - like trips to Disneyland, makeup, restaurants, clothes, iTunes games, music and groceries - from June 2009 to June 2012, Sacramento County District Attorney's Office spokesperson Shelly Orio said.

The Sacramento Police Department said it began its investigation into Serna-Mayorga in August 2012 at the request of Sacramento City Manager John Shirey.

An internal audit in June 2012 found?Serna-Mayorga did not file the proper paperwork for charges totaling more than $19,000 on the city credit card. She then admitted?those charges were for personal use, Orio said.

The investigation also found?Serna-Mayorga wrote $9,000 in checks on the city's account for personal use. According to Orio, on June 28, Serna-Mayorga wrote two checks equal to $3,029.17. Then on July 18 she?wrote another check for $6,000.

Also, Serna-Mayorga is accused of forging accounting documents. Orio said the documents she turned in to justify her purchases had a forged signature of the mayor's chief of staff, Kunal Merchant.

Sacramento police said Serna-Mayorga was arrested around 4 p.m. on the 5800 block of 14th Avenue. Police said she was cooperative and?taken into custody without incident.

Serna-Mayorga was booked into Sacramento County Jail for misappropriation of public funds, theft of public funds, forgery and making or drawing worthless checks. She posted $50,000 bail and was released.

In Grief, Media Figures On The Left And The Right Flail Impotently At ...

With the impact of the horrific attack on a Connecticut elementary school still fresh, a grieving nation turns to an equally grief-stricken media in the hopes of making sense of this nightmare. What they find, though, is a lamentable parade of falsehoods and half-truths. With the true villain in this story having robbed the nation of its desire for revenge, media figures and politicians alike are casting about for an antagonist. Since Sunday, a target has emerged in violent video games, and an emotional media is venting their powerless anger on the entertainment industry. But to indict entertainment, and video games in particular, is a self-serving instinct and irresponsible broadcasting.

A disturbing number of public figures have lashed out at video games since the atrocity committed at Sandy Hook Elementary on Friday. A bipartisan group of legislators embraced this scapegoating on the Sunday news programs; from Democrats like Sen. Joe Lieberman (I-CT) and Gov. John Hickenlooper (D-CO) to Rep. Jason Chaffetz (R-UT) and former Pennsylvania Gov. Tom Ridge.

They were joined by members of the media ? sadly, too many to count.

On MSNBC on Monday, Chris Jansing asked her guests what connection Adam Lanza?s interest in video games had to his murderous shooting spree. She quoted senior White House advisor David Axelrod who tweeted ?shouldn?t we also quit marketing murder as a game?? Liberal contributor Goldie Taylor revealed that she refused to let her child play games until he was 14-years-old.

?Exposure to that kind of content is just simply not good for children,? Taylor said. ?I think that it?s important to guard our children and keep them safe from some of these messages that are simply destructive.? She noted that music, movies, games, and even cartoons, are responsible for? something.

On Fox & Friends on Monday, legal analyst Peter Johnson Jr. delivered an offensively sermonizing renunciation of entertainment producers and videogame makers who are ?clinging to guns economically.?

?They are glamorizing guns in this country. They are the scourge in terms of these guns,? Johnson Jr. said of game and filmmakers. ?Guns can kill if people have evil intentions, but don?t tell our children that it?s acceptable to mow down people in malls, in churches, in schools, on the street ? they don?t know better. They know what they?re taught. And we?re teaching them wrong.?

?Death should not be the byproduct of our entertainment,? Johnson Jr. concluded.

Johnson Jr. cites a study which purports to show prolonged exposure to violent video games over the course of three straight days made the subjects show ?increases in aggressive behavior and hostile expectations.? But Johnson Jr. is guilty of cherry-picking data to support his conclusion. A 2009 study showed that video games which focus on driving make the subjects more aggressive than violent games in where the player is primarily shooting at targets. Another study showed that just thinking about violent video games can make males more aggressive. Given the ever-expanding target demographic for games, gun violence should be on the rise. In fact, the opposite is occurring.

Violent crime, and gun crime in particular, has decreased as videogame playing has increased. Are the two conditions related ? that is unlikely. Myriad factors are responsible for the decrease in violent crime; videogame proliferation is probably not among them. Likewise, there is no causal link between being a videogame player and exhibiting violent tendencies.

The Economist tackled this subject in 2005, and the wisdom they committed to print still pertains: It?s the classic struggle of the old versus the new that has video games in policymakers? crosshairs:

?The opposition to gaming springs largely from the neophobia that has pitted the old against the entertainments of the young for centuries. Most gamers are under 40, and most critics are non-games-playing over-40s.?

The horror that unfolded in Connecticut on Friday was an unspeakable atrocity. It was not, as some have said, a tragedy. Tragedies are so often beyond control, but gun violence is not an inevitable consequence of living in a free society. Politicians feel the need to do something ? anything ? in the wake of such a disaster to assuage the inevitable public cries for action. Media figures, however, have a different responsibility. Theirs mission is not to advocate but to inform ? unfortunately, that kind of responsible broadcasting is fast becoming an anachronism on cable news.

It is unlikely that any reasonable law would have prevented this attack without negatively impacting millions of law-abiding citizens. No amount of reverence for an almighty God would have made this killer think twice about his actions. No movie or videogame drove Lanza to murder 20 first graders in cold blood.

Broadcasters used to feel it was their mission to speak these cold truths to their audiences when disaster struck, lest the electorate reach for emotionally-driven and overreaching remedies to jarring events. Today, broadcasters pull on emotional triggers and further aggravate their viewers with baseless scapegoating. I do not know if there is an immediate solution to that condition. Now that is a tragedy.

The iPad Mini: A Cannibal No More?

Contrary to analysts? fears, Apple?s (NASDAQ:AAPL) iPad mini sales aren?t cannibalizing fourth-generation, full-size iPad sales to the extent that had been expected. While Cowen and Co. determined last month that iPad mini ?creates more demand than it cannibalizes,? a survey conducted by Morgan Stanley and AlphaWise provided even more definitive evidence that concerns over this trend were exaggerated.

Has the iPad Mini Helped Grow Apple?s Market Share?

In November, Citi analysts conducted a survey that showed the iPad mini had only limited availability in U.S. Apple stores, while the fourth-generation iPad was fully stocked. From this data, analyst Glen Yeung wrote in a research note seen by CBS that ?While not explicitly asked, it is clear in our survey work that [the] iPad 4 is not selling well, cannibalized by Mini sales.?

But subsequent evidence produced by Cowen and Co.?s survey of 1,225 U.S. adults proved that iPad mini was actually creating more demand. According to the compiled data, only 16.6 percent of respondents were purchasing the device to replace another tablet, and only 29 percent of that percentage said that the tablet being replaced was a full-sized iPad.

Further data, supplied by Morgan Stanley?s poll, found that iPad mini sales were even growing Apple?s market share. As AppleInsider reported, 47 percent of iPad mini purchasers were buying their first Apple tablet, while 56 percent of 9.7-inch iPad purchasers were new customers. According to analyst Katy Huberty, these figures show that the iPad mini?s cannibalization risk is ?manageable.?

Two police stations targeted in Libya's Benghazi

BENGHAZI, Libya (Reuters) - Two police stations were targeted in what appeared to be simultaneous attacks in the eastern Libyan city of Benghazi on Monday, a police source said, while the chief of police in Derna survived an attack on his car.

An explosive device was thrown at an empty car parked in front of Gharyounes police station in western Benghazi early on Monday, the source said. A loud explosion was heard in the area, according to a Reuters reporter nearby.

An explosive device was also thrown in front of another police station in the east of the city, damaging a front wall.

"The attacks appear to be simultaneous. There are no injuries," the source said.

Separately, Colonel Mufid al-Misoury, chief of police in Derna, said a car in which he was traveling was fired at by unknown gunmen.

He was on his way to the police headquarters in the eastern city, known as an Islamist stronghold, after it was targeted in a small blast. The building sustained little damage, he said.

"A car passed us very quickly and then gunfire came from that direction. Luckily no one was injured even though the car was heavily hit with bullets," he told Reuters by telephone.

Libya's new rulers have struggled to impose their authority on a myriad of armed groups, who helped oust dictator Muammar Gaddafi last year but have yet to lay down their arms.

The anti-Gaddafi uprising started in Benghazi but Libya's second city is now a hot spot for violence.

On Sunday, unknown assailants fired a rocket-propelled grenade at a Benghazi police compound that houses patrol cars, damaging an office and killing one policeman. A gun battle followed and three of the police reinforcements who arrived at the scene were killed, a police spokesman said.

That attack is believed to be linked to the recent detention of two men in connection with several assassinations of security officials in the city, as the assault happened next door to a police station where they were being held.

In September, the U.S. ambassador to Libya and three other Americans were killed in an attack on the U.S. diplomatic mission in Benghazi, the worst of a string of attacks on international convoys and official buildings in the city.

A guide to vision insurance ? Insurance License Express Blog

A traditional major medical insurance policy aims to be comprehensive in nature, offering benefits for a wide variety of care. Whether as simple as a routine wellness examination or complicated as hospitalization or surgery, these health policies help consumers meet the sometimes exorbitant costs of maintaining good health.

However, not even a comprehensive health insurance plan can meet every health concern. A primary example of a need unmet by traditional major medical insurance is vision coverage. While major medical insurance does in fact apply when treating specific eye injuries or vision-impairing diseases, no benefits are offered toward preventative vision care or vision maintenance.

Nevertheless, maintaining health vision is no less important just because it is excluded under traditional health insurance. And because such maintenance can prove quite expensive for a consumer forced to meet these costs completely out-of-pocket, a persistent demand has existed for vision insurance to be on the market in some other form.

A recent study by Reuters Health found that the eyesight of older adults can suffer irreversibly if they do not have vision insurance. Researchers found that those with vision insurance were twice as likely to see an eye doctors than those without such insurance, thus increasing the likelihood of detecting and responding to eye-related diseases (such as glaucoma and cataracts) while they are still treatable. The study argues that vision insurance should be a mandatory component of traditional major medical policies.

While rarely issued as a stand-alone contract, vision insurance is in fact a common and popular component of health insurance issued on a group basis; namely, as a health insurance benefit provided to employees by their respective employers. Vision insurance provides coverage normally excluded under an individual health insurance plan, such as benefits for periodic eye examinations, contact lenses, and glasses (both lenses and frames). In addition, coverage can also be provided for procedures to correct vision deficiencies, such as near-sightedness.

As one might expect, however, limits apply. Generally, vision benefits can only be exercised so many times per year, meaning that insureds might need to pay out-of-pocket if they require multiple lenses, frames, or eye examinations in a given policy period. In addition, vision insurance excludes most optional or cosmetic procedures; this includes coverage for safety eyewear (goggles, lens protectors, etc.), sunglasses, and replacements for lost or damaged eyewear.

The Reuters study found that, of those surveyed, 43 percent had no vision insurance of any kind. Combined with the number of people who think they have vision insurance but in fact do not, the numbers suggest that a remarkable number of people are going without this valuable form of health insurance, which has been shown to have a direct relationship with healthy vision (especially later in life). Those who are only covered by individual health insurance policies should note that their coverage likely excludes vision benefits; those who do have vision insurance would be just as prudent to take note of the amount of coverage afforded to them.

Springsteen, Gaga join Stones; Newtown noted

NEW YORK (AP) ? Only at a Rolling Stones concert could appearances by Bruce Springsteen and Lady Gaga seem almost like afterthoughts.

Those superstars and other top acts including the Black Keys and John Mayer jammed with the Stones on Saturday night, winding down a series of concerts celebrating the 50th year of rock's most enduring band (the occasion was also marked by a pay-per-view special).

The Boss rocked out with the band on out "Tumbling Dice"; Gaga matched Mick Jagger shimmy-for-shimmy on "Gimme Shelter"; the Black Keys joined on "Who Do You Love," and John Mayer and Gary Clark Jr. showed their considerable guitar chops alongside Keith Richards and Ronnie Wood on "Goin' Down."

But the Stones would not be upstaged. While the sold-out crowd roared with each special guest, it was the aging but dynamic foursome that generated the most excitement of the night, as they put new energy into their decades-old catalog of hits, including "It's Only Rock 'N Roll (But I Like It)," ''Start Me Up," ''Brown Sugar," ''Sympathy for the Devil" and more.

The band took a moment to acknowledge the shooting deaths of 20 children and six adults at an elementary school Friday in Newtown, Conn. "We just wanted to send our love and condolences to all the people who lost loved ones in the tragedy in Connecticut," Jagger early on in the concert as the audience applauded. Jagger noted the entire world was feeling the pain of the stunned nation.

But it was the only somber moment in an a frenetic show that showed why the Stones are considered by many to be the greatest rock band, and belied the much-discussed advanced age of the group's lineup (their ages range between 65 and 71).

Jagger himself poked fun at the senior citizen status of the band and their fans; speaking of the pay-per-view crowd at home, he joked: "Some of you have got your grandchildren watching you."

But few acts in their so-called prime would have been able to match the energy the Stones radiated onstage. The group had the crowd on its feet for the entire show as Jagger gyrated across the stage, his voice in top form. Both Wood and Richards dazzled on guitar (Richards got a raucous, sustained ovation as he took over vocals on two songs). And Charlie Watts kept the beat strong on the drums.

Before performing in London together late last month for the first of the concerts, the Stones hadn't performed in concert together since 2007. Going into these shows, there was some speculation that Saturday's concert, held at the Prudential Center, might be their last.

Earlier in the evening, Jagger teased that the concert might signal the end: "This could be the last time; I don't know," he said. But by the end of the evening, it seemed clear that the question was not when the Stones would return, but when.

"This is the last show of our anniversary tour, and we hope to see you all again soon," Jagger said.

Perhaps the night's most special guest was Mick Taylor, the former Stones guitarist who was part of some of their biggest moments from 1969 to 1975, when he left the group. He rejoined his band mates (and the man who replaced him, Wood) onstage for a powerful performance of "Midnight Rambler".

At the concert's end, while other special guests gave their final bows and left the stage, Jagger motioned for Taylor to stay, and the five took their final bow together.
